We are seeking an experienced IT Project Manager to support the One Washington program, the largest IT transformation in Washington state history. In this role, you will manage projects within an assigned workstream portfolio, applying project management best practices to plan, coordinate, and monitor activities that support successful project delivery. As a key member of the One Washington project management team, you will oversee project operations, track progress, analyze project information, and collaborate with stakeholders to help deliver strategic technology solutions that advance the program's goals.
One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance, procurement, budget, HR, and payroll processes. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project's core business hours are Monday through Friday, and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.
What you'll work on:
- Lead and manage project information technology for the setup of the Enterprise Resource Planning system that will support all state agencies, higher education, the Legislature, and the Governor.
- Provide leadership, consultation, and oversight to the project team members and business partners through the duration of the project.
- Establish and collaborate on IT plans of action, setting priorities, establishing timelines, and leveraging resources.
- Work closely with the One WA IT functional area and internal OFM IT to determine project needs and risks
- Perform complex tasks in the area of expertise, leverage technical expertise to take advantage of new opportunities, solve difficult work problems, and accomplish challenging goals.
- Develop IT required project documentation, including but not limited to plans to manage the project integration, scope, schedule, cost, quality, resources, communications, risk, procurement, and technology proofs of concepts.
- Responsible for managing information technology change, risk, and quality management processes through the lifecycle of the project.
Communicate key project information (i.e., issues, risks, changes, accomplishments to internal and external partners.
- Collaborate with the One Washington Project Management Office Director, Executive Program Director, and Chief Technology Officer to determine needed project controls.
- Ensure there is an ongoing common understanding of the purpose of the project and the project objectives by all stakeholders. Communicate and collaborate with contractors and state staff.
- Report out on project statuses verbally and in writing.
Develop and implement project management standards, processes, best practices, and templates.
- Provide project management services, including status, projection, and budget updates, lead meetings, drive projects/tasks to completion, manage governance, and gateways.
- Research existing and new/innovative approaches to IT project management standards, processes, best practices, and templates.
- Work with stakeholders in defining project scope, budget, schedules, and deliverables.
- Develop and organize project work plans, identifying all tasks necessary to complete project work streams.
- Reprioritize and adjust work plans for changing conditions or new information.
- Design controls that provide appropriate, right-sized project management methods.
- Ensure project controls are consistently used, and the data/information is reasonable based on project knowledge.
What you need to bring:
Project Management Demonstrated ability to plan, organize, and manage multiple medium- to large-scale projects with increasing levels of complexity from initiation through implementation and closeout.
- Developing and managing project scope, schedules, budgets, risks, and deliverables.
- Monitoring project performance and reporting project status to stakeholders.
- Establishing project controls and performance measures to track progress toward milestones.
- Applying project management methodologies, tools, and best practices to achieve project outcomes.

Information Technology and Business Acumen Demonstrated understanding of information technology projects and the ability to collaborate with technical and business experts throughout the project lifecycle.
- Supporting or managing software development projects using Agile or similar iterative methodologies.
- Participating in systems planning, design, development, testing, implementation, operational support, or continuous improvement initiatives.
- Managing vendor relationships, including developing statements of work, evaluating proposals, monitoring contract performance, and ensuring delivery of agreed-upon outcomes.
- Applying knowledge of business operations, financial management, budgeting, and administrative processes to support project success.
- Reviewing technical work with subject matter experts to validate assumptions, effort estimates, and project deliverables.
