JOIN OUR MISSION TO END HOMELESSNESS

Plymouth Housing is a nonprofit organization that develops and operates permanent supportive housing for single adults who have experienced chronic homelessness. With apartment buildings throughout King County, we believe everyone deserves a safe home and the opportunity to thrive. That’s why we provide long-term housing paired with on-site services that promote stability, health, and community. Our culture is rooted in dignity, respect, and shared responsibility: We practice hospitality, communicate with care, and collaborate across differences. We value lived experience, cultural responsiveness, and approaches grounded in harm reduction, trauma-informed practice, and resident choice. We look for people who are committed to safety, learning, and continuous improvement — and who bring steady, values-aligned service in moments that are complex or high-stress.

ABOUT THIS ROLE

The SPC/SSP Housing Quality Inspector plays a key role in supporting Plymouth Housing’s partnership with King County to administer two federally funded rental assistance programs: Shelter Plus Care (SPC) and the Scattered Sites Program (SSP). This position ensures that more than 200 participating program units across King County meet HUD housing quality standards as defined by NSPIRE, while also supporting strong landlord and service provider relationships. This role requires strong organization, attention to detail, sound judgment, and the ability to work effectively in a fast-paced environment.

PRIMARY RESPONSIBILITIES

Conduct initial, annual, special, and re-inspections of units, grounds, structures, and building components to determine compliance with NSPIRE standards. Coordinate inspection scheduling and correspondence with multiple stakeholders. Identify, document, and communicate deficiencies, corrective actions, and timelines for completion. Enter inspection findings accurately and promptly into inspection software and related systems. Oversee assigned caseloads and track deficiencies through resolution in coordination with property management. Conduct rent reasonableness reviews and negotiate contract rents with external landlords in alignment with Fair Market Rent and program requirements. Determine utility reimbursement amounts as applicable. Maintain positive collaborative relationships with landlords and service providers by providing education on program policies, HAP contract compliance, and partnership expectations. Support special projects, performance measures, and evolving program needs. Work cross-functionally with internal teams and external partners to improve workflows, reduce turnaround time, and streamline processes. Collaboratively develop communication plans and tracking systems to ensure work is organized, accurate, and completed on schedule.

KNOWLEDGE, SKILLS, AND ATTRIBUTES WE NEED FROM YOU

Builds trust and works respectfully with people from many backgrounds and lived experiences, contributing to safe, welcoming housing communities where residents experience dignity, choice, and belonging. Uses self‑awareness and humility to communicate effectively across differences, adapt approach, and treat people with fairness and respect. Demonstrates strong organizational and time‑management skills, with the ability to prioritize tasks, meet deadlines, and manage work in a fast‑paced environment. Demonstrates excellent interpersonal, written, and verbal communication skills, with strong customer service and negotiation abilities. Maintains professionalism and composure in high‑pressure situations and uses effective de‑scalation and mediation skills. Delivers accurate, detail‑focused documentation and reporting, with the ability to identify issues, analyze solutions, and explain complex information clearly. Collaborates effectively and builds positive working relationships with landlords, service providers, and internal teams. Proficient in Microsoft Office applications, including Word, Excel, and Outlook, and comfortable working with databases and conducting online research. Demonstrates integrity, confidentiality, and sound judgment in handling sensitive information and compliance‑related work.

QUALIFICATIONS

Experience working with homeless and low-income individuals, including those with mental illness, disabilities, chemical dependencies, or chronic health conditions, preferred. Familiarity with HUD programs, Section 8, or other federal housing assistance preferred. Experience reviewing contracts is desirable. Knowledge of HQS and or NSPIRE standards preferred. Bachelor’s degree in human services, public administration, or a related field preferred. Minimum of two (2) years of related experience in property management and/or providing social services directly to clients. Equivalent combination of education and relevant professional experience will be considered. NSPIRE training and certification within six months of hire. Lead‑Based Paint certification within six months of hire. Valid Washington State driver’s license with a fully insurable driving record. Join us and be a catalyst for positive change! We recruit, hire, train, and promote employees based on merit and business needs, and without regard to race, color, creed, religion, national origin, ancestry, citizenship or immigration status, sex (including pregnancy, gender identity, and sexual orientation), age, marital status, physical, sensory, or mental disability, honorably discharged veteran or military status, or any other status protected by applicable federal, state, or local law.
