Trauma & Point of Injury Care Advisor HJF is seeking a strategic oversight and leadership role for the Health Security Cooperation Education and Training (HSCET) Program supporting the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The advisor will serve as subject‑matter expert and primary liaison for all National Association of Emergency Medical Technicians (NAEMT) courses, ensuring compliance and maintaining NIDHC as a standalone NAEMT training facility. The role requires verified operational experience in austere environments to coordinate technical staff and monitor complex training deliverables for external partners. NIDHC supports military and civilian health operational readiness in crisis and conflict, coordinating among U.S. Departments of Defense, Homeland Security, Health and Human Services, Veterans Affairs, State, and Transportation. It is an International Military Education & Training (IMET) certified schoolhouse delivering specialized training through in‑residence and mobile courses using Title 22 and Title 10 security assistance authorities. Responsibilities Serve as the principal clinical and subject‑matter expert for all trauma and point‑of‑injury care training streams, translating tactical medical protocols into high‑fidelity operational requirements. Manage the full administrative lifecycle of the NAEMT course portfolio, ensuring all activities impact multiple systems, functions, and external partner relations effectively. Act as the primary institutional liaison for all NAEMT affairs, maintaining course‑level compliance with NAEMT standards, guidelines, and certification requirements. Collaborate across functions and departments to ensure a comprehensive problem‑solving approach and high‑fidelity instruction that meets NAEMT standards and NIDHC mission goals. Establish course execution readiness and clinical validation parameters for upcoming training iterations, ensuring medical supplies and clinical metrics are synchronized. Verify operational relevance by utilizing field experience to ensure course delivery aligns with emerging global health security threats and advances in pre‑hospital medicine; identify and mitigate operational risks during training execution. Execute mission activities and evaluate student performance and competency using validated metrics for future educational and health outcome improvements. Serve as the lead operational instructor for in‑residence and mobile training teams, ensuring the practical application of medical skills meets established performance standards. Maintain accountability for training equipment and medical simulation assets, ensuring all materials are mission‑ready for scheduled courses and mobile training activities. Create multi‑phased plans to help Allied and Partner nations establish their own NAEMT training centers and programs, acting as their primary liaison for all NAEMT affairs. May perform other duties and responsibilities as assigned or directed by the supervisor, including attendance of and participation in required training for the role. Education and Experience Master's Degree; PhD/MD/DO/DC strongly preferred in relevant subject matter. Minimum of 6–8 years experience required. Any qualifications to be considered as equivalents, in lieu of stated minimums, require the prior approval of the Chief Human Resources Officer. Required Knowledge, Skills And Abilities Maintain all professional licensures and certifications required for this role; NIDHC supports necessary clinical hours to satisfy board requirements. Hold a current, active NAEMT Instructor Certification or demonstrate the ability to achieve and maintain NAEMT Affiliate Faculty status within six months of hire. Demonstrate significant, verifiable operational or field experience providing pre‑hospital care in austere, high‑threat, or specialized environments, including direct experience with Tactical Combat Casualty Care, emergency medicine, or critical care medicine. Show proven ability to provide operational leadership, assign task leads, establish programmatic objectives, and maintain performance metrics using established project management standards applied to training program administration. Possess a high level of proficiency in monitoring milestones and deliverables, such as mobile training activity readiness, to identify operational issues early, develop workarounds, and communicate or escalated to leadership as applicable. Excellent written and oral communication skills, with the specific ability to develop user procedures, clinical guidelines, and administrative documentation tailored for external partners or international nations. Obtain and maintain a T1 Public Trust background check. Physical Capabilities Ability to stand or sit at a computer for prolonged periods. Work Environment This position will take place in both a classroom and laboratory setting. Compensation The annual salary range for this position is $105,800–$155,000. Actual salary will be determined based on experience, education, and other factors. License and Certifications Must need to become NAEMT certified within six months of hire. Must possess and maintain a current National Registry Paramedic (NRP) license or higher (e.g., Physician Assistant, Registered Nurse, MD/DO).
