Deputy Chief Supervisory Medical Administration Specialist

The incumbent is delegated standing responsibility - not limited to periods of absence - for jointly planning, organizing, staffing, directing, evaluating, and resourcing all HAS programs. This delegated authority includes policy formulation, operational oversight, workload allocation, corrective action planning, recommendations on organizational structure, and enterprise-level coordination. Provides authoritative guidance on administrative, technical, and business operations matters and works in partnership with the Chief to ensure consistent leadership coverage across all HAS segments. Serves as technical expert for all Title 38 Hybrid and Title 38 Hybrid-equivalent occupational series within HAS. Exercises technical rating authority for Title 38 Hybrid employees, establishes and evaluates performance standards, conducts competency reviews, and issues performance ratings in accordance with Title 38 Hybrid requirements. The Deputy coordinates directly with VISN 20, VHA program offices, and external partners to ensure alignment of HAS practices with national operational requirements and to support inter-facility standardization efforts. This includes leading or co-leading cross-facility initiatives, presenting service-level analyses, and negotiating operational expectations on behalf of the service. The Deputy Chief functions as a full supervisor. The Deputy provides administrative and technical supervision over subordinate supervisors who lead GS-5 through GS-11 staff across multiple HAS program areas. The Deputy participates in long-range staffing planning, determines supervisory ratios, and recommends organizational structure adjustments to the Chief for approval. The work directed involves complex, multifaceted health administration functions and requires the application of VA policies, national standards, and regulatory frameworks. Requires the ability to implement new programs, refine existing ones, interpret evolving policy, and manage operational challenges in a multifaceted setting that includes a residential rehabilitation center and multiple CBOCs. The role requires exceptional coordination across competing program segments, strong analytical and evaluation skills, and the ability to interpret broad guidelines and adapt them to local operations. Involves significant decision-making that affects Veteran access, staff performance, resource utilization, and overall service effectiveness.
