Job Description

The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, 1990). Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement and Pre-Tax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the City's 149 bargaining units. The office of Labor Relations Administration Division is seeking to hire a Principal Administrative Associate – Level 1 to report directly to the Assistant Commissioner of Administration and Employee Development and Deputy Director of Administration. Duties/Responsibilities - Review correct and approve weekly time sheets in the City Time System. - Prepare and review City Time and CHRMS reports to ensure that the information is accurate and complete. - Work on time sensitive personnel projects for the division - Run reports on employees’ time and leave, lateness - Handle all FMLA, PFL, PPL and Intermittent Leave - Conduct presentation on Absence Control Reporting in detail with Division Heads, supervisors and staff - Process and review of Manual Leave and Employee Time Report Adjustments in City Time - Generate, Monitor, Various Payroll reports such as excess leave balances, undocumented sick leave usage and excess lateness - Process DP-2001 requests for onboarding and offboarding employees - Process worksheets for managerial employees transferring to city agencies - Conduct presentation on City Time process with new employees onboarding - Inform offboarding employees on leave status and payroll - Monitor and ensure all new hires are enrolled in City Time - Knowledge to enter Military time and leave - Process managerial Lump Sum Pay out - Submit and follow up on Remedy tickets related to City Time and Timekeeping and password reset. - Process and generate supplemental paycheck and pay out leave balances. - Process Leave with Out Pay (LWOP) for anticipatory week. - Prepare carryover letters for management approvals PRINCIPAL ADMINISTRATIVE ASSOC - 10124

Qualifications

1. A baccalaureate degree from an accredited college and two years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or 3. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; or 4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 year.
