Texas Health and Human Services Commission requires the services of a Database Administrator who meets the general qualification of Database Administrator 3.

Level Description: 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

Job Description:

Enters codes to create production database. Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory. Directs programmers and analysts to make changes to data base management system. Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base. Modifies data base programs to increase processing performance, referred to as performance tuning. Workers typically specialize in one or more types of data base management systems. Providing assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensuring that the conceptual and design phases of new applications are consistent with the structural parameters within the database environment. Evaluates users’ requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance. Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed. Performs data modeling and prototyping. Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Determines and implements database search strategies and storage requirements. Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Monitors database performance and recommends efficiency improvements. Creates test database environment for applications section, including the creation of necessary libraries and procedures. Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work. Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards. Provides support to users in obtaining data / information when EIR Accessibility issues arise.

Additional job details and special considerations:

The critical duties will be advanced performance tuning on complex processes on multi-terabyte databases with heavy transaction volumes.

Initial duties include installing Oracle Database 19c, Oracle RAC, and Golden Gate to establish a new database tier and capacity planning for the ERP upgrade project. Core duties include the standard administration and support responsibilities of backup, recovery, monitoring, troubleshooting, tuning, and assisting the upgrade project team as needs arise.

This position requires work outside of standard business hours depending on the project activities and system maintenance schedule to minimize the impact on the project team's productivity.

Must demonstrate and excel in communicating and working with a diverse team with collaboration tools competently in a remote work environment. Also, the candidate must be able to estimate work, set deadlines, and prioritize work to align with the project schedule.

4 - Preferred - Experience working with a public sector organization (Federal, State, or Local Government)

2 - Preferred - Experience with SharePoint

1 - Preferred - Experience with Jira

1 - Preferred - Experience working with the Scrum framework

Terms of Service:

Services are expected to start 03/03/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1024 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Work Hours and Location:

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 4601 W. Guadalupe Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
