Workforce Development Case Manager

The WIOA 166 Case Manager is responsible for providing comprehensive workforce development services to eligible participants enrolled in the Workforce Innovation and Opportunity Act (WIOA) Section 166 program. This position focuses on individualized employment planning, group credentialing and certification opportunities, job placement assistance, participant case management, data entry, documentation, progress tracking, and community outreach.

The WIOA 166 Case Manager works directly with participants to identify employment goals, assess skills and barriers, develop Individual Employment Plans, connect participants with training and credentialing opportunities, and assist with obtaining and retaining employment. This position works collaboratively with employers, training providers, community organizations, and other workforce partners to strengthen employment opportunities and support successful outcomes for the Urban American Indian community

Essential Functions:

• Case Management and Individual Employment Plans: Conduct participant intake, assessment, orientation, and ongoing case management services. Work with participants to identify career interests, employment goals, skills, barriers, and training needs. Develop, implement, and regularly update Individual Employment Plans (IEPs) that establish clear and measurable employment and training goals.
• Credentialing and Certifications: Coordinate and support group training opportunities that lead to industry-recognized credentials and certifications. Identify appropriate training and certification opportunities based on participant needs, career pathways, employer demand, and available workforce resources. Recruit participants, coordinate training logistics, monitor attendance and completion, and maintain documentation of credentials earned.
• Job Placement Assistance: Provide individualized job search and employment assistance, including resume development, job applications, interview preparation, job referrals, and employment readiness activities. Assist participants in identifying employment opportunities that align with their skills, experience, credentials, and Individual Employment Plans.
• Employer and Workforce Partnerships: Develop and maintain relationships with employers, workforce organizations, training providers, educational institutions, and community partners to identify employment and training opportunities for WIOA participants. Participate in job fairs, hiring events, employer recruitment activities, and other workforce development events.
• Participant Progress and Development: Maintain regular contact with assigned participants to monitor progress toward employment, training, credentialing, and career goals. Identify barriers that may affect successful participation and connect individuals with appropriate supportive services and community resources.
• Data Entry and Documentation: Enter accurate and timely participant information into required WIOA and organizational data systems. Maintain complete and organized participant files, including eligibility documentation, assessments, Individual Employment Plans, case notes, referrals, training records, credential documentation, employment information, and follow-up activities.
• Tracking and Reporting: Monitor and track participant activities, services, training participation, credential attainment, employment placements, wages, retention, and other required performance measures. Review participant records to identify missing documentation, upcoming requirements, and necessary follow-up. Assist with program reports, monitoring, audits, and performance tracking.
• Community Outreach: Conduct outreach and recruitment activities to identify individuals who may benefit from WIOA 166 employment and training services. Represent TIC and the WIOA program at community events, job fairs, workshops, orientations, educational activities, and other outreach opportunities.
• Workforce Development Activities: Assist with the planning and implementation of Job Clubs, employment workshops, hiring events, training activities, credentialing opportunities, and other workforce development activities. Provide information to participants regarding career pathways, employment opportunities, education, training, and supportive services.
• Program Compliance: Ensure participant services, documentation, and case management activities are conducted in accordance with WIOA Section 166 requirements, grant requirements, TIC policies and procedures, and applicable federal, state, and Tribal requirements.
• Collaboration: Work closely with other WIOA staff and TIC programs to coordinate participant services and resources. Maintain effective communication with program staff, community partners, employers, training providers, and participants.
• Other Duties: Perform other job-related duties as assigned.

Requirements

Required Knowledge, Skill and Ability:

• Knowledge of workforce development, employment services, career pathways, training programs, and job placement practices.
• Knowledge of case management principles and practices.
• Knowledge of credentialing, certifications, and workforce training opportunities.
• Ability to develop and maintain Individual Employment Plans and establish measurable participant goals.
• Ability to provide effective employment coaching, job search assistance, and participant support.
• Strong organizational skills and attention to detail.
• Ability to accurately enter, maintain, and track participant information and documentation.
• Ability to maintain confidentiality and handle sensitive participant information appropriately.
• Excellent communication and interpersonal skills to effectively engage with participants, employers, training providers, and community partners.
• Ability to establish and maintain positive working relationships with individuals from diverse backgrounds.
• Ability to work independently, prioritize tasks, manage multiple participants, and meet established deadlines.
• Proficiency in Microsoft Office and computer-based data entry and information management systems.
• Ability to collect, organize, monitor, and report participant and program information.
• Knowledge of the workforce needs and employment challenges affecting Urban American Indian communities is desirable.
• Ability to conduct community outreach and represent the Tucson Indian Center in a professional manner.
• Ability to work collaboratively as part of a workforce development team.

Required Experience and Training:

1. Associates degree in human services, social services, workforce development, education, business administration, or a related field. OR
2. High School Diploma, GED or HSE and a minimum of three (3) years of experience in workforce development, case management, employment services, human services, or a related field.
3. Experience working with WIOA programs, employment and training programs, community-based organizations, or American Indian/Tribal communities is preferred.

Additional Requirements:

• Must possess a valid Arizona State Driver’s License.
• Must pass Driver Insurance Carrier’s requirements.
• Must obtain a HIPAA certification within 2 weeks of hire.
• Must obtain First Aid, CPR, and AED certifications within 3 months of hire.
• Must obtain an Arizona DPS Class I Fingerprint Clearance upon employment.
• Must pass and submit to periodic/random drug testing.

Working Conditions:

• Exposure to unpredictable environmental conditions. These conditions range from working in a climate-controlled office/clinic setting to working in a patient’s home, outside, in extreme temperatures, or in spaces with poor ventilation.
• While performing the duties of this job, the employee is regularly required to stand, walk, and drive in the Tucson Urban area.
• The employee is occasionally required to sit; balance; stoop, kneel, or crouch.
• The employee must occasionally lift and/or move up to 30 pounds.

Supervisory Status:

• Non-Supervisory; Reports to Social Services Director
