Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Help

The primary purpose of this position is to: as an Air Reserve Technician (ART) officer, to serve as a Flight Commander in an AFRC Intelligence Squadron. The employee has responsibility for all intelligence operational training and operational matters for the unit. The employee also has responsibility for orchestrating related Air Force Reserve integration into global Air Force ISR operations and training via associated programs. Additionally, provides training to reservists in the accomplishment of the tasks set forth herein.

DUTY 1: Provides expertise on Intelligence operations, HUMINT, SIGINT, GEOINT/MASINT, Acquisition Intelligence, Targeting, All-Source / Fusion Analysis, and intelligence products for execution of intelligence taskings, collection, processing, analysis and dissemination. Serves as an AFRC Intelligence Flight expert for highly technical, diverse multi intelligence operations and training functions, to include HUMINT, SIGINT, GEOINT/MASINT, Acquisition Intelligence, Targeting, All-Source Fusion Analysis, and DCGS.

DUTY 2: Organizes, plans, and oversees the activities of the unit's operations and training programs. Exercises responsibility and authority for planning and managing command/control oversight and tasking of tasking of Air Force Reserve forces conducting / supporting multi-disciplined intelligence operations (to include HUMINT, SIGINT, GEOINT/MASINT, Acquisition Intelligence, All-Source/Fusion Analysis, DCGS, and Targeting) supporting the U.S. Air Force, DoD, and National level Agencies in the areas of foreign intelligence, foreign counterintelligence, counterterrorism, anti-terrorism, combat operations, and peacekeeping/peace building operations worldwide.

DUTY 3: Serves as an AFRC intelligence expert, interfacing with AFRC and AF Operations Centers, to maintain command/control/oversight and tasking of Air Force Reserve Forces within the Intelligence Squadron as well as Regular Air Force (RegAF) units, missions, and operations.

DUTY 4: Manages the Flight operations and training, apportioning and scheduling programs for assigned members. Analyzes Air Force Reserve capability against standing and dynamic intelligence operational requirements to execute operations and training to satisfy those requirements.

DUTY 5: Manages training and readiness for the Flight. Exercises supervisory personnel management responsibilities less than 25% of the time (for positions with less than 5 full-time subordinates). Directs, coordinates, and oversees the work of subordinate employees.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.

This is an Air Reserve Technician (ART) Officer position located at 655 INTL/SURVEIL/RECON GP with the military rank of Lt Col (O5), AFSC:14N3. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at View phone number on click.appcast.io.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge comprehensive knowledge in a multitude of concepts, principles, and practices to include intelligence research, collection methods, analytical applications, and other highly technical, diverse multi-intelligence functions to support global U.S. Air Force, DoD, and National level Agencies in the areas of HUMINT, SIGINT, GEOINT/MASINT, Acquisition Intelligence, Targeting, All-Source Fusion Analysis, and DCGS employment; expert structural knowledge of the intelligence community, Joint, DoD, organizations and mission/functions, inter-relationships, and operations needed to effectively integrate all AFRC ISR operations with other total force initiatives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Must be fully qualified and experienced intelligence officer preferably having operational experience in at least two of the below intelligence disciplines/operations: HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, Targeting, Acquisition Intelligence, collection management, analytical production management, and dissemination.

2. Knowledge of global intelligence operational requirements and associated processes to support Air Force, Combatant Commands and Theater Air Force Component Commands and understanding of intelligence concepts, capabilities, and operations. Knowledge must also include laws, authorities, regulations, policies, and precedents which affect Intelligence operational programs and related support resources.

3. Knowledge of and ability to formulate operational and training plans and policies pertaining to intelligence operations and training and unit operational and training activities. Knowledge of advanced management and organizational principles and practices, program goals, missions, functions, administrative operations of the Group, Wing, NAF, and HQ AFRC.

4. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Knowledge of operational and training programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.

5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (to include civilian and military).

6. Ability to plan and organize workload and activities, manage multiple taskings, and communicate effectively both orally and in writing. Ability to integrate Air Force Reserves into intelligence operations missions to include training while ensuring command/control oversight and tasking authorities are properly executed.

CONDITIONS OF EMPLOYMENT CONTINUED:

1. This is an Air Reserve Technician (ART) Officer position. The employee is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow employee to participate in unit training assemblies (UTA). The employee's regular assignments are ART duties; however, the employee may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Employee may occasionally be required to work other than normal duty hours or overtime to meet workload demands.

2. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.

3. The employee may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).

4. This is a designated mobility position. Employee must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.

5. Demonstrated leadership and managerial abilities are essential to successful accomplishment of responsibilities inherent in this position.

6. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

7. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week .

VOLUNTEER WORK EXPERIENCE:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
