Serves as a Workforce Management Analyst responsible for supporting position management, workforce reporting, and personnel action coordination for the Office of Intelligence. The position monitors staffing and position data, reviews workforce documentation for accuracy and policy alignment, maintains organizational tracking tools, and coordinates with internal stakeholders and CBP HRM to support timely and accurate human capital actions.

This work supports the CBP Office of Intelligence mission by helping ensure the organization has accurate workforce data, properly documented positions, and effective staffing processes needed to maintain mission-ready intelligence operations.

This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10).

  • Monitoring encumbered and vacant positions to ensure Office of Intelligence position data is accurately recorded and maintained.
  • Reviewing position descriptions, field-initiated requests, and related documentation to ensure accuracy, completeness, and consistency with current policies and procedures.
  • Creating, reviewing, and submitting personnel-related actions through HR Personnel Systems and other internal human capital systems for submission to CBP HRM for final action.
  • Generating and maintaining workforce reports, including updates to the internal Table of Organization tracker, to support position management and workforce planning.
  • Identifying discrepancies in position, staffing, or personnel action data and coordinating with appropriate offices to resolve required corrections.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Preparing proposed organizational changes, such as organizational charts, mission and function statements, or staffing structures, and reviewing organizational needs to recommend adjustments that reduce overlap or improve program operations.
  • Coordinating staffing or hiring actions such as requests to fill vacancies, internal personnel movements, or related workforce requests, monitoring for completion and resolving related processing or documentation issues.
  • Assisting in the development of long-range hiring or workforce plans based on projected staffing needs, turnover, program changes, funding limits, or mission requirements to support effective position management and resource planning.
  • Maintaining workforce data and analyzing hiring trends, staffing levels, or position information to advise management on workforce planning and resource decisions.
  • Supporting internal studies or analyses of workforce management programs to recommend changes to improve program effectiveness, efficiency, or alignment with organizational goals and preparing presentations and summaries for leadership decision.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/18/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
