The Office of Appellate Counsel and Training (OACT) seeks to hire a Staff Attorney Supervisor/Managing Appellate Attorney. This position exists to help develop, implement, and monitor the agency's appellate representation program and to ensure its compliance with applicable laws. It will manage attorney workflow, assign cases based on priorities and workloads, provide, and oversee other attorneys' provision of, legal analysis, recommend effective processes and practice standards for the appellate representation program, and work in collaboration with the Training Director to provide professional development opportunities for parent attorneys statewide. This is a Statutory Unclassified position which means that the incumbent serves at the will of the OACT's Head Appellate Counsel for an unlimited period of time . A bilingual language differential is available to eligible individuals. All OACT leaders are expected to demonstrate and develop the six competency themes from the Enterprise-Wide Leader Competency Model : Leading Self Leading Others Leading the Organization Leading Outside the Organization Getting Work Done
Minimum Qualifications
- J uris Doctorate (JD)
- Current license in good standing to practice law in the State of Minnesota
- Three (3) years of experience representing clients as a practicing attorney in juvenile/family matters or appeals proceedings
- Strong organizational and time management skills with the ability to multi-task
- Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program
- Demonstrated experience representing parents in juvenile protection appeals
- Experience planning, organizing, coordinating, implementing, evaluating, and reporting on program objectives
- Experience working in Minnesota state government or another government environment with legislative, policy, or public-facing responsibilities
- Knowledge, experience, and thorough understanding of the Indian Child Welfare Act (ICWA), Minnesota Indian Family Preservation Act (MIFPA), and the Minnesota African American Family Preservation and Child Welfare Disproportionality Act (MAAFPCWDA)
