Security Training Management Analyst (STMA)

Akima Data Management (ADM), an Akima company, is seeking Security Training Management Analyst (STMA) to provide program support to the Department of State Diplomatic Security, located in Rosslyn, VA. Responsibilities The STMA is responsible for providing managerial support of the DS/IP/OPO’s training programs and works under the technical guidance and direction of government officials. The STMA is responsible for training policy development, contract training performance work statement development and review, training oversight, identifying compliance issues with set forth requirements, conducting in-depth analysis of training requirements and execution thereof, reviewing and evaluating corrective action plans, integration of training records into current office technology plans, and other special tasks as required by DS/IP/OPO. The STMA assists in the development of contract training and support performance work statements by providing subject matter expertise in security operations, performance standards, best practices, interoperability training, and emergency contingencies. The STMA provide guidance in security operations of local guard, bodyguard, surveillance detection and personal protection services programs to include personal protective service details, motorcade operations, protective security advances, radio procedures, countermeasures, emergency medical training, firearms shooting proficiency, drivers Training, and room-entry tactics. The STMA serves as the subject matter expert in monitoring contractors’ compliance to training and support requirements contained within the WPS contracts, task orders and for the local guard, bodyguard, and surveillance detection programs. The STMA conducts planned, and systematic evaluations based on their knowledge of quality assurance/internal control methods, principles, practices, and training instructor expertise. The STMA ensures contractors fulfill their responsibilities to provide training, adequate facilities, and equipment consistent with the requirements of the contract. The STMA observes, assesses, and reports on contractor furnished training capabilities for all firearms ranges, driving tracks, classrooms, supporting equipment and materials necessary to satisfactorily complete all required training. Ensures that contractors’ key training personnel, instructors, and subject matter/technical experts are following DS approved procedures. The STMA coordinates with the Bureau of Diplomatic Security’s Training Directorate and other applicable DS offices to ensure that the contractors are training in accordance with DS approved lesson plans, instructional guides, and all applicable training guidance. The STMA provides training policy development based on cross platform analysis of existing and proposed training requirements within the Department of State and supporting partners, emphasizing the interoperability and standardization of best practices amongst security elements. The STMA will meet the requirements to serve as a Contracting Officers Representative (COR) and provide all necessary functions associated with this responsibility. The STMA may travel domestically and abroad to conduct on-site reviews and evaluations of the contractor‑provided training, ensuring all contractual obligations are met and requesting corrective action by the contractors, through the Contracting Officer, if necessary, when inadequacies are detected in the training and compliance programs. The STMA assists Desk Officers with reviewing, monitoring, evaluating, and modifying the delivery of training at the Task Order location. The STMA plans and conducts Program Management Reviews (PMRs) and on‑site surveys and evaluation of training being conducted for local guard, bodyguard, and surveillance detection programs along with personal protective service details, motorcade operations, protective security advances, radio procedures, countermeasures, emergency medical training, firearms shooting proficiency, drivers Training, and room‑entry tactics to ensure contract requirements are being met Identified and reports problem areas and provides assistance in correcting deficiencies. Follows up on corrective actions taken. The STMA provides data, reporting, analysis, and formal responses to the Special Protective Equipment Review Board, Less‑than‑Lethal Working Group, and Firearms Optics and Protective Equipment Working Group. The STMA’s collateral duties such as attending WPS Eligibility Review Panels and actively participating on Technical Evaluation Team reviews. Qualifications Bachelor’s degree required. 6 years of experience. 3 years of which must be specialized in administration, management, and supervision of training‑related programs, remaining 3 years of experience may be generalized in training related programs. Active Secret Clearance or higher. Knowledge of instructional theories, concepts, and methods to design, develop, present, and evaluate training courses tailored to specific needs of targeted audiences in the field of firearms, defensive tAactics, defensive driving, improvised explosive devices and protective security. Broad knowledge of management, staff functions, training development and methodology, property accountability and resource management to support the functions of the Bureau and ensure the fielding of a properly staffed, trained, equipped, and resourced protective security force capable of meeting the entire spectrum of security threats. “This position is contingent upon contract award and funding.
