Training Specialist

The Training Specialist position is located within the Office of Community Care (OCC) at the VA Eastern Colorado Healthcare System, Department of Veteran Affairs (VA), and reports directly to the Deputy Chief of Administration, OCC. The incumbent works with National, VISN, and medical center trainers to ensure all levels of collaboration. The incumbent develops and implements all training and serves as the point of contact and super user of all programs associated with OCC. To qualify for this position Applicants must meet all requirements by the closing date of this announcement, 08/06/2026. Time-In-Grade Requirement Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR, Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Specialized Experience You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing technical aspects, such as scheduling, electronic programs, medical software; Organizing and facilitating training; Writing Standard Operating Procedures (SOPs); Planning, directing, and administering the training program for the service, including coordinating with departments, other agency program offices, and outside organizations; Designing, evaluating and developing programs, training plans, course methods, materials and aids, and training records. Education To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
