Leads Advanced Programs Security for highly complex, classified programs within the Edison Works business. Accountable for all aspects of program security across personnel, facilities, information systems, and operations security. You will lead security for highly complex classified programs , partnering closely with Program Management, Engineering, IT, Supply Chain, Quality , and U.S. Government customers to ensure secure, compliant, and mission-ready execution across development, test, and operations. Role Overview The Senior Security Manager, leads the Advanced Programs Security team for highly complex, classified programs within the Edison Works business. Serving as the Senior Security Manager, you are accountable for all aspects of program security across personnel, facilities, information systems, and operations security . Key Responsibilities Primary CSSO and Lead CSSO
- Oversee the Primary CSSO and Lead CSSO for classified programs, providing authoritative guidance on NISPOM/32 CFR Part 117 , DoDM 5205.07 series , ICDs , and customer-specific security requirements.
- Manage and direct the CSSO's on the end-to-end security architecture and governance for assigned programs, aligning security with program milestones, customer deliverables, and risk posture.
- Establish and lead program Security Working Groups ; brief senior leadership and government customers on security posture, risks, and mitigations.
- Oversee clearance processing, eligibility determinations, visit authorizations, and need-to-know validation; manage JPAS/DISS and associated personnel security systems.
- Oversee continuous evaluation/continuous vetting practices; lead insider threat awareness and referral processes in partnership with the Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO) .
- Observe accreditation, construction, and maintenance of secure areas ( SAPFs/SCIFs , as applicable) in accordance with ICD 705 and sponsor guidelines.
- Lead CSSO's on managing access control, badging, intrusion detection systems, TEMPEST/technical security controls (as required), and maintenance of Fixed Facility Checklists .
- Partner with ISSM/ISSO to ensure classified information systems comply with RMF , NIST SP 800-53 controls, JSIG , and customer ATO requirements.
- Oversee media control, data transfer, audit, and incident response for classified networks; ensure configuration management and vulnerability remediation align with program timelines.
- Oversee CSSO's who develop and enforce Program Security Guides (PSGs) , SOPs, and OPSEC plans; conduct Critical Program Information (CPI) identification and protection planning.
- Lead derivative classification, marking, and safeguarding practices; perform self-inspections and drive corrective action plans.
- Oversee reporting, investigations, corrective actions, and closure for security incidents, spillage, and adverse information per contractual and regulatory timelines.
- Drive continuous improvement through metrics, root cause analysis, and preventive actions that enhance security effectiveness while supporting delivery and innovation.
- Serve as the primary security interface with Department of Defense/Intelligence Community security offices , Program Managers, Engineering, IT, Supply Chain, and Quality.
- Support proposals, DD254 development/flow-downs, subcontractor oversight, and security inputs to Statements of Work and Integrated Master Schedules.
- Develop and deliver targeted security training and awareness for program personnel and suppliers; maintain training records and compliance evidence.
- Prepare for and lead government assessments, Management Reviews, and internal audits; maintain authoritative, audit-ready documentation.
- Assess and monitor subcontractor security compliance, including DD254 execution, secure communications, and classified visit control.
- Oversee classified shipments, secure logistics, and international considerations (e.g., export control/ITAR/EAR , foreign travel and contacts).
- Anticipate emerging threats and policy changes; advise program leadership on security-driven schedule, cost, and technical trade-offs.
- Implement risk-based, scalable controls that protect critical technology while enabling rapid development and test, positioning security as a strategic enabler and competitive differentiator.
- Education and Experience
- Bachelor's degree from an accredited university or college
OR - High school diploma/GED with at least 4 years of progressively responsible security experience supporting U.S. Government classified programs.

- Security Experience
- Minimum 10 years in Industrial/Special Programs Security, with at least 3 years serving as a CSSO, CPSO, or equivalent lead role on complex SAP/SCI programs.
- Technical and Regulatory Expertise
- Expert knowledge of NISPOM/32 CFR Part 117 , DoDM 5205.07 Volumes , ICDs , JSIG/RMF , and sponsor-specific directives.
- Demonstrated success leading secure facility accreditations and classified information system authorizations .
- Clearance
- Active/current final DoD Top Secret clearance with ability to obtain and maintain SCI and SAP access as required by the program.
- Leadership and Communication
- Strong leadership and executive communication skills; proven ability to influence and align cross-functional teams and suppliers.
- Experience briefing senior government stakeholders and leading audits, inspections, and assessments.
- Program and Capability Development
- Demonstrated experience building and maturing security programs, policies, and metrics in development and test environments.
- Established project/program management skills, with a track record of delivering secure outcomes on complex efforts.
- Analytical and Risk Management Skills
- Advanced problem-solving and risk management skills; ability to balance mission needs, compliance requirements, and operational agility.
- Professional Credentials and Tools
- Professional certifications preferred (e.g., ISP, SAPPC, SPeD, CISSP, SEC+).
- Experience with DISS, NISS, eMASS , and other classified network and accreditation tools
