Duties Description As a Youth Program Supervisor, the responsibilities of the incumbent may include but are not limited to the following: Evaluate individual application packets for ETP acceptance and eligibility, including psychological or psycho‑social reports, life plans, work history, behavioral plans, recommendations, and other information. Interview applicants, prepare interview summaries, and determine applicants’ work readiness. Coordinate with care managers, SEMP provider agencies, schools, and residential staff to determine eligibility for ETP. Prepare and provide orientation and required employment documents for applicants to become OPWDD employees. Provide an ETP orientation to accepted individuals outlining program requirements. Meet with participants to discuss and outline a career plan, determine employment expectations, and provide a clear outline of the qualifications needed in a chosen field. Monitor provider agencies and schools for the quality and quantity of services provided in ETP, and monitor job development and discovery services to assure timely completion and determine if SEMP activities are benefiting the individuals. Review and approve the Discovery Report completed by provider agencies, evaluate the information, and determine work readiness and approve job development or recommend another service. Evaluate the work‑site placements developed by providers and schools to ensure that the position matches the skills and abilities of the individual. Prepare and submit payroll by collecting timesheets and calculating the total hours worked. Visit job‑sites and meet with employers to determine if the person is meeting the expectations of the business. Conduct regular job‑readiness classes with the curriculum provided; add resources as needed. Schedule quarterly meetings with providers and schools to review services; facilitate these calls and highlight challenges and programmatic concerns. Identify need for technical assistance and liaise with OPWDD staff. Support Central Office staff with reports, information, and regular communication to assure data collection for statewide reporting. Work closely with school districts to assist in the transition of students from high school to OPWDD adult employment services, maintaining regular communication with transition coordinators and teachers. Complete regular progress reports for new interns and trainees to determine vocational progress and additional programmatic needs. Work on the development of procedures and policies that shape employment services at OPWDD. Present to self‑advocates, schools, families, provider agencies, and CCOs regionally as requested. Recommend or approve additional SEMP hours for a participant based on need. Utilize the statewide ETP database and assure that the status of each person in the program is accurate. Continually recruit and serve people with intellectual developmental disabilities who would like to obtain employment. Minimum Qualifications Five years of professional experience in a human services program providing occupational guidance to disadvantaged youth or individuals with intellectual and/or developmental disabilities. Additional Comments Starting salary reflects the Downstate adjustment; the posted hiring salary includes the statutory hiring rate for PS&T Grade 16 ($59,994) plus the Downstate adjustment ($4,000). The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies. Preference will be given to OPWDD employees impacted by closures. All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility. If you are employed by state government you may be eligible for loan forgiveness under the Public Service Loan Forgiveness Program (PSLF).
