Demonstrate effective organization, administration, and continuous improvement of the Business Office functions and its staff. Interact effectively with faculty, staff, students, and trustees. Provide excellent customer relations and administrative leadership that enable the department to achieve its goals and advance the mission of Marion Technical College. ESSENTIAL JOB DUTIES, FUNCTIONS AND RESPONSIBILITIES Respond to inquiries from students, College employees and customers while maintaining standards of confidentiality and privacy, in a timely manner. Maintain confidentiality in accordance with the College, FERPA, student records, and any other protected documentation. Develop and maintain a team-based, customer service culture within the department. Monitor departmental activities and customer satisfaction. Identify areas for improvement and implement a constructive plan to meet customer service standards. Provide accurate and timely administration of business and financial responsibilities, including purchasing, fixed assets administration, and inventory control. Implement proper accounting procedures, methods, and internal controls. Develop a plan to integrate the College Strategic Plan into the department utilizing various strategies, goals, and objectives; evaluate the outcomes. Direct the accounting processes and ensure timely processing of transactions and reports including approval of purchase orders and disbursements of financial aid to student accounts. Perform internal audit functions related to cash receipts and disbursements. Account for the receipt and disbursement of funds. Prepare and provide accounting records, financial statements, and financial reports for internal and external parties as requested, including information or documentation requested for the College annual audit and/or auditors. Maintain and report on the financial records of the Marion Technical College Foundation. Lead, organize, and schedule the annual audit. Maintain the general ledger and chart of accounts, assign entries to the proper accounts and post transactions (including budget adjustments and transfers) in accordance with accounting principles, GASB, and the Auditor of the State of Ohio Office policies and procedures. Oversee College banking needs, process wire transfers, reconcile bank statements/accounts, and generally oversee the cash flows of the College needed to meet financial obligations. Prepare and submit required state and federal compliance reports including IPEDS, HLC, and HEI. Oversee processing of 1098-T and 1099 tax forms and other related functions. Formulate, develop, and implement Business Office policies, work methods, and procedures on an on-going basis to ensure compliance with financial rules, accounting pronouncements, and regulations. Interpret policies and procedures for faculty, staff, students, outside agencies, and vendors; identify and communicate changes to faculty and staff. Ensure funds from various grants, funding agencies, state and federal Department of Education are received by the College and proper annual budgets are established. Oversee and assist with required and final expenditure reports for all grants. Maintain direct contact with outside agencies and serve as a coordinator for developing financial records for agencies that participate in education reimbursement programs with the College. Coordinate all fee assessment and collection routines with the Office of Student Records for accurate collection of all revenues. Perform all directives relative to collection of student accounts, including overseeing administration of student accounts sent to the Attorney General’s Office for collections. Serve as decision-maker regarding student appeals of tuition and fees assessed. Serve as the Business Office liaison to support Colleague Simplify, Self-Service, and other software programs utilized. Develop and maintain computer decision support systems for electronic spreadsheets, business graphics, and database management software. Maintain current information on the College's internet and intranet. Maintain user proficiency for software programs, systems, and databases used by the College. Maintain relationships and communications with colleagues in other institutions and actively participate in professional associations. Attend on- or off-campus College meetings and serve on departmental and College committees as assigned by the supervisor. Assist the CFO with annual budget planning, forecasting cash requirements, enforcing budget control measures, and recommending budget adjustments and strategies for College departments. Plan, prepare, and effectively administer the Business Office annual budget(s). Maintain and supervise employees within the Business Office. Coordinate efforts with the Office of Human Resources to recruit, supervise and evaluate employees within the department to: develop requirements and position descriptions; plan for succession; interview applicants for positions; recommend for hiring, promotion, or dismissal; and conduct and evaluate timely written performance appraisals annually. Assist department employees to develop a professional development and educational plan to fulfill College and professional goals and/or meet regulations. Participate in developing and implementing in-service programs, department meetings, and/or trainings. Create and pursue a plan to develop professional opportunities within the scope of work responsibilities, department, and College objectives. Open to pursuing developing education and knowledge base, which may include higher educational degrees, certifications, and advance current knowledge of and practice in the discipline. Demonstrate self-motivation and ability to research and continually update knowledge and skills, as well as provide input and accept additional and changing work responsibilities. Integrate and apply Guided Pathways principles within all job functions and responsibilities. QUALIFICATIONS Bachelor degree in Accounting, Finance, or closely related field required; Master degree in Accounting, Finance, or closely related field preferred. Certified Public Accountant (CPA) strongly preferred or willingness to obtain certification within a specified timeframe is preferred. Five or more years of progressively responsible accounting experience demonstrating considerable responsibility in business operations and accounting procedures. Two or more years’ experience in a supervisory capacity and strong knowledge of fund accounting procedures. Specific experience in financial management, business accounting, tax requirements, budgeting and materials management, public accounting and/or higher education preferred. Willingness to work an irregular schedule as assigned. Demonstrate and maintain ability to successfully pass a background check, prior to and after employment and become bonded. Valid driver’s license or dependable transportation required.
