Finance and Business Compliance Analyst II (NS) Agency: North Carolina Department of Commerce – Division of Employment Security Position Number: 60078132 Grade: NC12 Salary Range: $47,703 – $70,107 per year (depending on qualifications) Purpose of the Position The Tax Audit Unit within the Tax Department performs all Unemployment Insurance Tax Audits as mandated by the U.S. Department of Labor, enforces collection of unpaid taxes, and conducts investigative enforcement activities prescribed by North Carolina law. Responsibilities Conduct comprehensive audits of contributory employers across all business types, industry classifications, employer sizes, and legal entity structures. Gather and analyze financial records, interview employers, employees, attorneys, accountants, and other stakeholders to assess compliance and solvent status. Request and secure subpoenas, conduct pre‑audit and post‑audit interviews, and manage document requests to obtain necessary records. Collect delinquent taxes, interest, penalties, and other liabilities; initiate enforcement actions such as payment agreements or civil court proceedings. Prepare written findings, present recommendations, and support enforcement decisions made by Regional Tax Managers and Tax Audit Chiefs. Serve as subject‑matter expert witness in civil court proceedings and assist in emergency response for Disaster Unemployment Assistance (DUA) and Pandemic Unemployment Assistance (PUA). Mentor and train newly hired Tax Auditors and other personnel as needed. Educate employers about compliance requirements and provide guidance on state and federal regulations. Qualifications Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution, OR equivalent combination of education and experience. Two years of directly related experience in auditing, tax compliance, or a related field. Knowledge of financial management principles, generally accepted accounting principles, and mandatory legal compliance. Strong written and verbal communication skills; ability to prepare findings and present recommendations clearly. Problem‑solving and analytical abilities to interpret compliance findings and report to management. Ability to review and document compliance with laws and regulations, and to provide supporting documentation for conclusions. Proficiency in collecting and analyzing financial documents and records. Valid driver’s license and willingness to travel to client sites as required. Benefits Full‑time position (40 hours per week) with state benefits, including health insurance and retirement plans.
