LOCATION: Baltimore Central Booking & Intake Facility (BCBIF) 300 East Madison Street Baltimore, Maryland 21202 Main Purpose of Job A Correctional Maintenance Services Manager I is the managerial level of work directing the maintenance program at a correctional institution which involves the security, custody and supervision of adult inmates who perform maintenance work. Employees in this class manage the institution’s entire maintenance program and directly supervise Correctional Maintenance Officer Supervisors and indirectly supervise Correctional Maintenance Officers. Position Duties Manage the maintenance program by supervising Correctional Maintenance Officer Supervisors and their subordinates and inmate workers. Supervise subordinate Maintenance Supervisors and Maintenance Officers involved in training and directing inmates in repair, renovation, and preventive maintenance tasks in assigned maintenance trades. Recommend hiring and disciplining of staff, assign work, monitor work in progress and evaluate staff job performance. Monitor inmate workers to assess training and job performance and ensure compliance with custody and security protocols. Develop preventive maintenance schedules; monitor the maintenance work‑order process; review and approve cost estimates for supplies and materials; monitor compliance with procedures for security and control of tools and equipment; inspect completed work and work in progress. Prepare specifications for contractual construction, repair or preventive maintenance projects; inspect and approve work in progress and completed projects. Minimum Qualifications Education: Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education. Experience: Three years of experience involving the supervision of employees engaged in stationary engineering, maintenance or construction trades. Note: Candidates may substitute U.S. Armed Forces military service experience in correctional institutional specialty codes at a rate of two years of military experience for the required experience. Desired or Preferred Qualifications Experience using a maintenance work order system. Experience in the development and analysis of new projects and major repair needs. Limitations on Selection This position is for current Department of Public Safety and Correctional Services employees only. Licenses, Registrations and Certifications Employees may need a valid motor vehicle operator’s license in the State of Maryland if assigned duties require operating a motor vehicle. Some positions may require the appropriate Maryland driver’s license to operate motor vehicles for transportation of inmates or supplies. Some positions may require a valid Maryland 1st Grade Stationary Engineer license to operate, maintain and clean high‑pressure boilers and equipment. Employees who have not already done so must complete the Entrance Level Correctional Training Course required for the Maryland Correctional Training Commission certificate during the probationary period. Employees are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09 for illegal use of drugs.
