Position Overview The Illinois Department of Public Health is seeking a highly motivated individual to serve as an Accountant within the Accounts Payable section of the Bureau of Finance and Administration. This individual will perform complex accounting and auditing work, prepare and enter vouchers for payment, and maintain internal accounting reports. This position will also assist with accounting records for grant accounts and prepare grant agreement obligations. The role requires collaboration with other sections within the Bureau of Finance and Administration to ensure payments are made timely and accurately. Essential Functions (Responsibilities) Under general supervision, performs professional accounting and auditing work within the Bureau of Finance for various IDPH Offices and Divisions. Prepares vendor invoices and travel vouchers for entry into the ERP system (SAP). Responsible for the breakout of payments by office/division for the Facility and Technology Revolving Funds vouchers and other Shared Services vouchers. Maintains internal accounting spreadsheets at Division and federal project level to control allotments, obligations, and expenditures of state and federal funds. Helps with Contract Obligation Documents by independently performing highly complex professional accounting and audit work and maintaining records in support of assigned accounts for the Department. Prepares special financial reports, upon request, from subsidiary or control ledgers at appropriation, detail expenditure, federal project, or other levels. Prepares final audit and schedules payment vouchers to verify accuracy and ensure compliance with state, federal, and Department accounting system requirements, rules, and regulations. Assists in preparation of the Office of the Comptroller’s annual GAAP project, involving the preparation of various complex financial statements in accordance with GAAP involving all the Department’s costs. Performs other duties as required or assigned within scope of duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience. Qualifying state employees in the Employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
