HR Training and Development Specialist

Description SUMMARY Consistent with the School's vision, mission, values, and strategic priorities, the HR Training Specialist plans, develops, coordinates, administers, and evaluates employee training and professional development programs. The position conducts organizational training needs assessments and develops training initiatives that support employee performance, professional growth, workplace safety, student safety, injury prevention, regulatory compliance, and the School's commitment to continuous learning. The HR Training Specialist has primary responsibility for coordinating the School's mandatory and specialized employee training programs, including student behavioral management, Safety-Care, First Aid/CPR, emergency preparedness, driver and transportation safety, professionalism, and new employee orientation. The position coordinates staff training and other professional development initiatives and ensures employees receive required certifications. The position also monitors workers' compensation claims and workplace injuries, coordinates and/or conducts workplace injury investigations, analyzes injury trends, identifies opportunities for corrective action and prevention. ________________________________________ ACCOUNTABILITIES Essential Functions: Training and Professional Development: Plans and coordinates the School's comprehensive employee training and professional development program. Conducts organizational training needs assessments, identifies gaps in employee knowledge and skills, and develops recommendations and programs to address identified needs. Develops and maintains an annual training calendar and coordinates training schedules, instructors, facilities, materials, technology, communications, attendance, and completion records. Evaluates the effectiveness of training programs and recommends improvements based on organizational needs, employee feedback, compliance requirements, and training outcomes. Student Behavioral Management and Safety Training: Coordinates required student behavioral management and safety programs, including Safety-Care, SC, Conscious Discipline, and other programs designated by the School. Manages initial certification and recertification schedules, coordinates qualified instructors and training resources, tracks employee participation and certification status, and ensures employees complete required training within established timeframes. Coordinates additional training for new employees and employees requiring recertification. Health, Safety, and Emergency Preparedness Training: Coordinates First Aid and CPR training, EvacuTrak annual refresher training, and other required health and safety programs. Ensures employees receive required training based on their job responsibilities and maintains appropriate certification and completion records. Coordinates driver and transportation safety training, including 3-D Driving, Lift Van, transportation safety equipment, car seat installation, and other transportation-related training. Coordinates safety spot checks and additional training as needed based on the School's field trip and transportation schedules. Workers' Compensation, Workplace Safety, and Injury Prevention: Monitors workers' compensation claims and workplace injuries and coordinates follow-up with employees, supervisors, Human Resources, medical providers, and applicable third-party administrators. Investigates or coordinates investigations of workplace injuries and incidents to identify contributing factors, unsafe practices, environmental conditions, and opportunities for corrective action. Reviews injury and workers' compensation trends to identify recurring risks and training needs and develops or coordinates targeted safety and injury-prevention training designed to reduce workplace injuries. Partners with supervisors and department leaders to implement corrective and preventive measures and promote a proactive safety culture. New Employee Orientation and Staff Development: Coordinates and facilitates the School's New Employee Orientation program and serves as the primary coordinator for the new employee experience. Coordinates orientation schedules, presenters, materials, facilities, communications, and required training. Coordinates the New Staff Academy and Paraeducator Academy and works with experienced employees and subject matter experts to develop and deliver programs that prepare new employees to successfully perform their roles. Ensures required training is completed within established timeframes. Licensure and Certification: Tracks and maintains applicable employee licenses and certifications. Monitors expiration and renewal requirements, communicates requirements to employees and supervisors, serves as a liaison with applicable licensing agencies. Compliance and Records Management: Maintains accurate records of employee training, certifications, professional development, workplace safety training, and applicable compliance requirements. Compiles and maintains OSHA compliance records and assists Human Resources with required reporting and documentation. Monitors completion of mandatory training and certifications and follows up with employees and supervisors when requirements are outstanding or approaching expiration. Tuition Assistance: Coordinates the School's Tuition Assistance Program, including receiving and reviewing requests, verifying required documentation and eligibility, coordinating approvals, maintaining records, and preparing reports related to program participation and expenditures. Performs additional duties and special projects as assigned in support of the Human Resources Department and the mission and strategic priorities of the Maryland School for the Blind. Requirements CONDITIONS Equipment Used: Computer, telephone, audiovisual and presentation equipment, scanner, copier, printer, and other technology required to coordinate and deliver training. Work Environment: Multiple indoor environments throughout the campus, including classrooms, training facilities, offices, and other work areas with varying sound, lighting, and temperature conditions. Work Schedule: 37.5 hours per week, Monday through Friday, with flexibility required to accommodate training programs, employee schedules, and occasional off-hours training or School activities. Position follows a twelve-month schedule. QUALIFICATIONS/REQUIREMENTS Bachelor's degree or equivalent in Human Resources, Education, Organizational Development, Training and Development, or a related field. Minimum of five years of experience in staff development, employee training, professional development, Human Resources, or a related field, including experience developing and coordinating classroom-based training. General knowledge of Human Resources and personnel practices and principles. Knowledge of adult learning principles, training methodologies, employee development, and professional development practices. Knowledge of workplace safety, injury prevention, and applicable employment and safety requirements. Experience coordinating multiple training programs, schedules, instructors, certifications, and employee participation. Excellent planning, time management, decision-making, presentation, organization, and interpersonal skills. Excellent communication skills, both verbally and in writing. Ability to plan, prioritize, coordinate, negotiate, and communicate methods and techniques effectively. Ability to work effectively with employees at all levels of the organization and establish effective relationships with internal and external training providers. Evidence of the practice of a high level of confidentiality and sound professional judgment. General knowledge of HRIS, word processing, spreadsheet, presentation, and database programs. Professional in Human Resources (PHR) or SHRM-CP certification preferred.
