Job Summary: Assists in the administration and enforcement of all County Ordinances and State Codes; provides information and assistance to the public regarding code/ordinance requirements; performs a variety of on-site inspections, investigates suspected violations of County Ordinances and State Codes; issues various permits. Perform private onsite wastewater treatment system (POWTS) installation inspections, reviews and approves soil tests and submitted sanitary permits. Other duties as assigned by the POWTS Inspector or Zoning Administrator.

Essential Duties & Responsibilities:

-Responsible for assisting in administering the following Shawano County Code of Ordinances: Ch. 40 Zoning, Ch. 20 Land Division, Ch. 12 Floodplain Zoning, Ch. 40, Article X Shoreland Wetland, Sec. 1-15 Citation Authority, and Ch. 38, Art. II POWTS -Reviews applications for land use permits, private onsite wastewater treatment systems, and other permits before permit issuance. Conducts necessary on-site property inspections of proposed building sites and system installations to ensure compliance with provisions of County and State requirements. -Assist the public with questions regarding applicable department codes. -Assists in the review and processing of variances, conditional use permits, zoning amendments, and appeal requests. Assists in providing information to the Planning, Development & Zoning Committee, County Board of Adjustment, town zoning committees, town officials, and State and Federal agencies. -Serves as an advisor to the Zoning Administrator regarding Committee and Board of Adjustment issues. Attends public hearings as required and assists in the compilation of data for public hearing actions. -Assists in the preparation of ordinance violation court cases by providing documentation on potential land use or POWTS issues not meeting the ordinance/code requirements. Testifies in court as necessary. -Communicates with town officials and property owners to achieve best possible solutions to zoning/POWTS issues. -Assists in the preparation of various reports, statistics, maps, public hearing notices, plans, studies, ordinance revisions, application forms, and attends meetings, workshop and seminars pertinent to the position. -Assists in maintaining files and records of permit applications, public hearing actions, maps, surveys, year-end reports and other relevant information. -Assist with the POWTS maintenance program by answering questions regarding the POWTS maintenance pumping forms, and determining septic system compliance. -Conducts on-site soil evaluations and inspections of private onsite wastewater treatment system installations. -Assists with special plans, studies, and reports on a variety of projects and advises the Zoning Administrator on recommended implementation methods. -Assists with background studies, reports, analyses and grant applications as required or assigned.

Work Requirements:

-Bachelor's in Resource Management, Physical Planning, Regional Planning, Environmental Planning, Soils or closely related field. -One- or two-years' experience in land use regulations/planning, code enforcement, and related inspection work. -Requires possession of a POWTS Inspector certification and Soil Tester certification, or be capable of obtaining these within twelve (12) months of starting this position. -Requires a valid Wisconsin driver's license and adequate insurance as required by County Policy.
