Accounting And Financial Reporting Assistant
This position is responsible for assisting in accounting and financial reporting, reviewing department reports and documentation, and other special assignments.
Essential functions include:
- Assists in preparing budget documents.
- Assists in the maintenance of the County's accounting functions.
- Supervises all payroll operations.
- Fiscal agent for federal and state grants.
- Prepares financial account analysis and reconciliation.
- Assists staff in interpreting the application of accounting practices.
- Prepares schedules for independent financial and compliance audit reports.
- Reviews revenues and expenditures to ensure compliance with the appropriation.
- Prepares financial reports regarding specific department budgets, specific grants, and related data.
- Assists department heads and staff in correctly recording, reporting, and analyzing financial data.
Other duties as assigned.

Typical qualifications include:
- Knowledge of the principles, theories and concepts of accounting including Governmental Accounting Board Standards (GASB) for all fund types.
- Skill in preparing accounting transactions and reports.
- Skill in applying accounting principles to work activities in a municipal accounting system.
- Knowledge of and experience with budget preparation and procedures for a multi-department organization.
- Knowledge of County programs, funding sources, and specific regulations governing expenditures and revenues.
- Knowledge of the County and Department's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
- Knowledge of principles and practices of budgeting, and fiscal management.
- Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures, and techniques for resolution of issues.
- Knowledge of local government operations and administration.
- Knowledge of computer software consistent for this position.
- Ability to establish and maintain accurate records of assigned activities and operations.
- Skill in time management; prioritizing duties to accomplish a high volume of quality work product requiring minimal supervision.
- Ability to define problems, exercise sound judgment, and address a variety of situations successfully.
- Knowledge and ability to follow the policies and practices contained in the County Personnel Handbook.
- Ability to work the allocated hours of the position.
Minimum required qualifications include:
- Bachelor's degree from an accredited college or university in Finance, Accounting, Public Administration, or Business Administration with three (3) years' progressively responsible municipal accounting or finance experience.
- Must successfully pass a criminal background check.
Physical and work environment includes:
- This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel, and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Work is generally in a moderately noisy office setting.
