Electrical & Instrumentation Technician

Position Electrical and Instrumentation Technician roles in the Electrical Services Department. Responsibilities include installation, maintenance, repair, troubleshooting, and commissioning of electrical and instrumentation systems, equipment, and controls for the district's water distribution, sewage collection, water treatment, and bio-solids recovery systems. Essential Duties and Responsibilities Installs, maintains, calibrates, repairs, troubleshoots, tests, and modifies electrical equipment and systems, including motors, motorized valves, hand and power tools, conduit, wire, lighting, access control, cathodic protection, etc. Works on control systems such as motor controls, variable frequency drives, engine controls, lighting controls, PLCs, HVAC controls, pneumatic systems, and other instrument control loops. Operates power distribution systems up to 5 KV, including switchboards, motor control centers, transformers, generators, automatic transfer switches, UPS systems, and solar arrays. Maintains instrumentation systems: analytical instruments (pH, conductivity, turbidity, DO, ORP, chlorine), safety instruments (gas detectors, LEL detectors), and process control instruments (flow meters, PID controllers, level & pressure instrumentation, chemical injection). Interprets electrical drawings, schematics, and control panel wiring diagrams; provides working drawings. Performs preventive, corrective, predictive, and demand maintenance on all electrical and instrumentation systems. Issues purchase requisitions for supplies, materials, tools, and equipment to maintain inventory. Processes and tracks work orders using a Computerized Maintenance Management System (CMMS). Coordinates work with outside agencies and companies to complete assigned tasks. Participates in after‑hours standby program and works in confined spaces as required by Cal‑OSHA and district safety policies. Maintains safety practices and attends relevant training. Performs other related duties as assigned. Minimum Qualifications Education and Experience High school diploma or equivalent; additional college coursework in electronics preferred. AA Degree or technical school equivalent in electricity or electronics preferred. Two years of journey‑level experience installing and maintaining industrial or production electrical equipment, process instrumentation, analytical instrumentation, or electronic equipment. License/Certifications Valid Class C California Driver’s License. Grade I CWEA Electrical/Instrumentation Technologist Certificate desired. Knowledge Principles and operational characteristics of electrical and process control instrumentation, high‑voltage systems, HVAC, and VFDs. Fundamentals of electrical circuits, analog/digital systems, microprocessors, and troubleshooting. Techniques for installing, maintaining, and repairing electrical, process control instrumentation, fiber‑optic and communication cabling, and hydraulic/pneumatic systems. Proper use and maintenance of tools and equipment for testing, calibration, and troubleshooting. Functional understanding of wastewater treatment processes and related control systems. Knowledge of applicable federal, state, and local electrical, instrumentation, and safety codes and ordinances. Application of mathematical principles in technical calculations. Best practices for accurate maintenance records. Adherence to safety protocols for electrical and instrumentation work. Abilities Effective verbal and written communication. Communication with all levels of staff, management, and vendors. Professional representation of the district to suppliers and customers. Interpretation of policies, procedures, and standards. Basic arithmetic (addition, subtraction, multiplication, division, percentages, fractions, decimals). Proficiency with Microsoft Office Suite. Use of IBM Maximo and Oracle systems. Good judgment and discretion in job functions. Reading, interpreting, and applying the National Electric Code and NFPA guidelines. Physical Demands Fieldwork requires medium to heavy physical effort: standing, walking, climbing, lifting up to 90 lb, operating tools and equipment, and working in confined spaces and various weather conditions. Office work requires standard computer use and routine office tasks. Environmental Conditions Field work exposes employees to loud noise, temperature extremes, chemicals, vibrations, mechanical and electrical hazards, fumes, dust, and air contaminants. Office work presents moderate noise and controlled temperature.
