Program Support Assistant

The Program Support Assistant works as a member of one of the Teams in the Centralized Support Division located at 9700 Page Avenue. The Program Support Assistant serves a primary contact for Veterans and their representatives or advocates for Freedom of Information (FOIA) and Privacy Act (PA) requests. The PSA also serves as the primary liaison for Veterans Benefits Administration (VBA), the National Archives and Records Administration (NARA) and the Department of Defense (DOD). Qualifications GS-5 level: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Using various software to produce and transmit documents, reports, and correspondences; Utilizing automated computer systems to enter data and maintain case files; Performing standard clerical duties, including maintaining suspense and follow‑up systems; Reviewing forms and documents for completeness and accuracy. Education Substitution: Applicants may substitute education for the required experience. To qualify based on education you must have: 4 years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full‑time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g., have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS‑05. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-6 Level: You must have one year of specialized experience equivalent to at least the next lower grade GS‑05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Maintaining controls of and preparing designated reports and priority mail; Assisting in the management of the unit mail management system, including diagnosing equipment malfunctions, operating problems, and performing corrective adjustments; Ensuring adequate supplies are maintained within the division to support continuous RO operations; Analyzing supply levels on a recurring basis to determine the rate of utilization, and advising the Support Services Specialist when supply orders are required; Providing guidance and assistance on procedures, report requirements, deadlines and related matters to assure compliance with Support Services policies. Education can not be substituted for experience at the GS‑06 grade level. Volunteer experience is also considered and includes paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part‑Time Employment Full‑time employment is considered to be at least 35 hours per week. Part‑time experience will be credited on a pro‑rated basis; when including part‑time employment in your resume you must specify the average hours worked per week. Physical Requirements The work normally involves mental rather than physical exertion. The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; and carrying of light items, such as papers or books.
