The California Public Utilities Commission (CPUC) is one of the State’s lead agencies working to ensure that California’s transition to a clean energy future is affordable, fair, and reliable. Electricity rates are central to that challenge, affecting household energy costs, business competitiveness, electrification, and investment across the electric system.

The Energy Division’s Rates Analysis Section is seeking a senior analyst to conduct economic, quantitative, and policy analysis of California electricity rates. The Section is developing a broad portfolio focused on understanding rate trends and cost drivers, evaluating the impacts of rates on customers and the broader energy system, and identifying policy solutions that improve affordability and better align electricity prices with California’s evolving electric system.

Under the direction of the Program and Project Supervisor, the incumbent will serve as a senior pricing and policy analyst responsible for conducting complex analysis, developing analytical frameworks and tools, evaluating policy alternatives, and providing recommendations to Energy Division management, Administrative Law Judges, Commissioners, and other decision-makers.

The incumbent’s work may include:

• Analyzing historical and projected electricity rate and bill trends and the underlying drivers of those trends.
• Evaluating how utility costs, rate structures, electricity usage, and emerging technologies affect different customers and customer groups.
• Developing and assessing policy options to improve electricity affordability and support California’s energy transition.
• Examining whether electric rates appropriately support electrification, efficient electricity use, load flexibility, and investment in distributed energy resources.
• Conducting quantitative analysis of utility filings, customer usage and billing data, cost forecasts, and other energy-sector data.
• Developing analytical frameworks, metrics, and tools to support Commission decision-making on rates and affordability.
• Preparing reports, recommendations, briefings, and other work products for senior CPUC decision-makers.
• Collaborating with other Energy Division teams, utilities, consumer advocates, industry participants, and other state agencies on cross-cutting rate and affordability issues.

The position offers an opportunity to conduct original analysis on some of the most important economic and policy questions facing California’s electric system and to help shape the Commission’s approach to rates and affordability as the energy system evolves.

This position requires travel.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

1. Describe your ability to manage complex projects involving technical policy research and analysis.
2. Describe your quantitative reasoning, spreadsheet, and/or modeling skills, and the ability to effectively interpret and analyze data and modeling results.
   
3. Describe your experience preparing for and delivering presentations, briefings, or other informational sessions to decision makers or stakeholders. Include the purpose, presentation, your role, the audience, and the outcome.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Project management experience (e.g., planning a project, setting and keeping deadlines and milestones, etc.).
• Familiarity with electric rate design, including dynamic electric rates, time-of-use rates, and rate issues related to large electric loads.
