Position Title Project Manager III, Finance and Administration (F&A) Location Colorado Springs, CO (statewide travel required) Job Summary Lead special projects within the Finance and Administration units, driving operational efficiencies, policy development, and coordination with other state agencies. Responsibilities Develop improved and new policies & procedures that affect the unit, department, and other state agencies. Act as a vital bridge between F&A, correctional facilities, other state agencies, external stakeholders, and DOC divisions. Develop and bolster existing and new opportunities for the division in special project completion and tracking. Provide strategic leadership by setting goals, objectives, and priorities for the unit and contributing to the larger DOC goals. Lead the strategic review of F&A’s current business practices and opportunities in modernization, process improvement, and customer experience. Strengthen program coordination by engaging with internal teams and facility-based staff to address operational gaps, resolve systemic barriers, and ensure clear communication and consistent delivery of services. Formulate and negotiate internal, interagency, and business agreements with vendors and organizations, as approved by the F&A Director. Work to identify, evaluate, and apply for local, state, and federal grants that advance the department and F&A goals. Proactively share actionable insights and recommendations with management and leadership. Develop and implement program procedures to meet changing policies, directives, legislative and legal outcomes, and accreditation standards. Travel to all state correctional facilities as required. Minimum Qualifications Professional experience in contract administration, business development, and financial tracking in a work environment—equal to nine (9) years. Combination of related education (Financial Management, Business Management, Business Administration, or closely related field) and full-time professional experience in contract administration, business development, and financial tracking—equal to nine (9) years. Create accessible documents and technical content following plain language guidelines. Preferred Qualifications Project Management Certification: PMP or PRINCE2 practitioner status. Advanced Financial Modeling: Expertise in capital budgeting, cost‑benefit analysis, forecasting, and variance analysis. Grant/Fund Accounting: Extensive experience in post‑award grant management, compliance, and reporting for major funding bodies. Process Optimization: Demonstrated success in designing, implementing, or streamlining administrative workflows and internal controls (lean or Six Sigma experience). Vendor & Contract Management: Strong track record of negotiating high‑value vendor contracts, managing SLAs, and overseeing procurement processes. Cross‑Functional Influence: Documented ability to lead and influence cross‑functional teams without direct authority. Change Management: Experience leading organizational change initiatives, ideally with Prosci or equivalent training. Executive Communication: Exceptional written and verbal communication skills translating complex financial data into actionable insights for non‑financial stakeholders.
