Intergovernmental Affairs Liaison
Exemption Status: Exempt
Pay Grade(s): 12 ($79,306.50 - $103,486.50 DOE)
Purpose:
The Intergovernmental Affairs Liaison supports the implementation of Tlingit & Haida's governmental affairs program by coordinating legislative, regulatory, and intergovernmental initiatives that advance the Tribe's strategic priorities. Under the direction of the Intergovernmental Affairs Manager the Liaison conducts policy research and analysis, develops advocacy materials, coordinates government-to-government engagement, and supports legislative and consultation activities.
The Intergovernmental Affairs Liaison serves as a key point of coordination among Tlingit & Haida departments, elected officials, Tribal governments, governmental agencies, Alaska Native organizations, and external partners. The position fosters collaborative relationships, facilitates policy development, and helps ensure consistent advocacy efforts that promote Tribal sovereignty and organizational priorities.
Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:
· Coordinate legislative, regulatory, policy, and government-to-government initiatives that support Tlingit & Haida's governmental affairs priorities.
· Monitor federal, state, Tribal, and local legislative and regulatory activities; research emerging issues; analyze potential impacts; and prepare recommendations for leadership.
· Draft testimony, consultation comments, correspondence, resolutions, briefing papers, reports, policy analyses, and other advocacy materials.
· Coordinate government-to-government consultation and communications with Tribal, federal, state, municipal, and other governmental entities.
· Represent Tlingit & Haida at meetings, legislative hearings, workgroups, conferences, and collaborative forums as assigned.
· Build and maintain productive working relationships with elected officials, governmental agencies, Tribal governments, Alaska Native organizations, and community partners.
· Coordinate cross-departmental review of legislative and policy matters to support consistent organizational positions and advocacy efforts.
· Support the development and implementation of legislative priorities and advocacy strategies established by Tribal leadership.
· Coordinate participation in regional, statewide, and national organizations and collaborative initiatives.
· Maintain legislative tracking systems, consultation records, project files, and related documentation to ensure timely follow-up and organizational continuity.

Requirements:
Knowledge, Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively:
· Knowledge of Tribal sovereignty, self-determination, federal Indian law, and government-to-government consultation principles.
· Knowledge of Tribal, federal, state, and municipal governmental structures, legislative processes, and public policy development.
· Knowledge of legislative tracking, policy analysis, and governmental affairs practices.
· Ability to research complex policy issues and communicate findings clearly and objectively.
· Excellent written communication skills with the ability to prepare testimony, policy briefs, resolutions, correspondence, and executive summaries.
· Strong verbal communication and presentation skills.
· Ability to build collaborative relationships with diverse stakeholders while exercising diplomacy, professionalism, discretion, and confidentiality.
· Ability to organize multiple complex projects, establish priorities, and meet competing deadlines.
· Ability to work independently while coordinating effectively across multiple departments.
· Proficiency with Microsoft Office Suite and legislative, project management, or collaboration software.
Minimum Qualifications. (education, experience, skills):
· Bachelor's degree in Public Administration, Political Science, Public Policy, Native American Studies, Communications, Natural Resources, Environmental Policy, Business Administration, or a closely related field.
· Three (3) years of progressively responsible professional experience in governmental affairs, legislative affairs, Tribal government, public policy, advocacy, intergovernmental relations, or a closely related field.
· An equivalent combination of education, training, and directly related experience may be substituted.
Preferred Qualifications (education, experience, skills):
· Master's degree in Public Administration, Public Policy, Political Science, Native American Studies, Natural Resources, Environmental Policy, or a related field.
· Experience working for or with Tribal governments, Alaska Native organizations, or governmental agencies.
· Experience coordinating government-to-government consultation or legislative advocacy initiatives.
· Experience researching and drafting policy analyses, testimony, consultation comments, resolutions, or legislative materials.
· Familiarity with Alaska Native Claims Settlement Act (ANCSA), federal Indian law, Tribal governance, and Alaska legislative processes.
