General Description Under direction, manages and oversees the procurement, commissioning, maintenance, operations, repair and replacement of passenger vehicles, CDL required vehicles, heavy construction equipment, and small powered equipment along with multiple fueling system facilities for the Hamilton County Engineer’s Office. Establishes service standards, operational controls and effective scheduling for preventive maintenance and repair activities to maximize fleet asset readiness, reliability, and efficiency. Proficiently utilizes and administers modern computerized maintenance management, parts inventory, and vehicle location tracking (GPS) systems and uses these to ensure accurate work orders, asset, inventory, and performance reporting. Proactively communicates and coordinates with internal stakeholders to identify opportunities for increased efficiency and safety through innovative or updated equipment and processes. Leads regulatory, safety, and compliance activities for fleet operations consistent with applicable laws and established policies, procedures, and protocols. Manages vendor relationships, procurement coordination, and budget development/oversight within delegated authority and established purchasing and financial processes, supporting stewardship of public resources and responsive service delivery aligned with HCEO’s mission and values. Essential Duties and Responsibilities Fleet Operations and Service Delivery Plans, develops, implements, directs, and manages continuous improvement of day‑to‑day fleet services operations; establishes and communicates work priorities, service standards, and performance expectations for preventive maintenance and repair activities. Implements operational controls and performance monitoring to support safe, reliable fleet readiness and continuity of operations. Fleet Systems, Work Orders, Asset/Inventory Controls, and Reporting Develops and manages fleet operational controls using computerized work order, asset, inventory, vehicle location (GPS) and reporting systems. Establishes standards for data integrity, preventive maintenance schedules, backlog management, parts usage controls, documentation, and performance reporting. Monitors system data and reporting outputs to ensure accuracy and effectiveness. Produces operational reports and recommends actions to improve service delivery and cost effectiveness. Compliance, Risk Management, and Safety Leads regulatory, safety, environmental, and compliance activities associated with fleet operations consistent with applicable laws and established programs, procedures, and protocols. Coordinates inspections, documentation standards, and issue resolution activities to support inspection and audit readiness and continuous improvement. Includes responsibility for fuel systems compliance documentation and operational coordination within assigned scope and consistent with established procedures. Vendor/Contract Administration and Procurement Coordination Manages vendor relationships and contract administration for fleet management and services, including parts, supplies, equipment, and specialized repair/support services. Develops scopes of work and service expectations. Monitors performance; documents service verification activities and service issues. Coordinates resolution and supports contract renewals/changes consistent with established procedures. Conducts procurement coordination and purchasing within delegated authority and in accordance with established purchasing policies, procedures, approvals, and documentation standards. Coordinates fuel systems administration/operations/hardware service needs through vendors and internal partners, consistent with established procedures and within delegated authority. Budget and Financial Oversight Develops operating budget recommendations for assigned areas. Monitors expenditures. Forecasts needs. Supports lifecycle and replacement planning recommendations. Implements expenditure controls consistent with established budget procedures, approvals, and delegated authority. Prepares documentation for management review and supports purchasing controls and variance monitoring. Supervision, Workforce Development, and Performance Management Supervises and provides direction to assigned personnel. Plans and assigns work. Provides coaching and training expectations. Evaluates performance. Addresses personnel matters consistent with established policies, procedures, and performance standards. Shared Services and Other Duties As Assigned Provides shared or centralized fleet support services for other county agencies as assigned and operationally feasible, which may include preventive maintenance coordination, repair coordination, fueling support, technical consultation, and customer communication within approved scope. Performs other related duties as assigned. Minimum Qualifications Associate degree in business administration, industrial management, automotive technology, or related field and six (6) years of auto mechanics experience; or equivalent combination of education, training, and experience. Automotive Service Excellence (ASE) Master Automotive Technician Certification in automotive or medium/heavy‑duty truck systems; or equivalent. Valid driver’s license and proof of automobile insurance. Must obtain and maintain a Class “B” Underground Storage Tank (UST) Operator Certification within six (6) months of hire. Must obtain and maintain EPA Section 609 MVAC Certification within six (6) months of hire. May be required to obtain and maintain a Commercial Driver’s License (CDL) and other specialized certifications based on assignment. Knowledge, Skills, and Abilities Knowledge of fleet maintenance and repair operations, preventive maintenance practices, and workflow controls that support fleet readiness and continuity. Knowledge of applicable safety, environmental, and regulated work practices; inspection readiness requirements; and compliance documentation standards, including fuel systems compliance documentation within assigned scope. Knowledge of public sector procurement, vendor management, contract administration, and budgeting/forecasting/cost control principles. Skill in planning, organising, and prioritising operational work; developing procedures and operational controls; and analysing downtime, cost, utilisation, and service performance. Skill in producing and interpreting operational reports; maintaining accurate work order, asset, and inventory records; and using fleet management systems, standard office software, and mobile applications to support operations. Ability to supervise and develop staff; communicate effectively with employees, vendors, and county agency customers; exercise sound judgement and discretion; manage competing priorities and deadlines; and implement effective solutions. Working Conditions / Physical Demands Work includes office and shop/field environments and exposure to conditions typical of fleet maintenance operations (noise, fumes, tools/equipment, moving mechanical parts, regulated materials). May require walking/standing, shop floor presence, and occasional lifting consistent with operational needs.
