Period of Performance : 520 hours (10 hours per week)

Location: All employees and contractors are currently working a hybrid remote schedule and are required to report to the assigned Metro location. Monday through Thursday, while working remotely on Friday. All work will be performed onsite at WMATA Headquarters: 300 7th Street SW, Washington, DC 20024, Metro Building at Eisenhower 2401 Mill Road Alexandria, VA 22314 or Metro Building at New Carrollton 4100 Garden City Drive Hyattsville, MD 20785

Client is seeking a Finance Manager to provide part-time oversight and quality assurance for a financial-analysis team supporting WMATA's Office of the Chief Financial Officer. The Finance Manager will guide priorities, review work products, ensure analytical consistency and quality, and serve as the primary point of contact with WMATA leadership.

Responsibilities

• Provide technical direction and day-to-day oversight to Financial Analysts performing budget, forecasting, cost, and variance analyses.
• Review financial models, analyses, templates, and presentations for accuracy, completeness, consistency, and usability.
• Establish and maintain quality-control procedures, including peer-review checklists, data-source documentation, and assumption logs.
• Coordinate priorities, schedules, deliverables, and stakeholder communications with WMATA's CFO and designated budget staff.
• Provide subject-matter guidance on personnel-cost modeling, revenue forecasting, cost-benefit analysis, budget monitoring, and long-range financial planning.
• Ensure work products clearly communicate key assumptions, risks, findings, and recommended actions.
• Support the development of standardized templates, document-management practices, and reusable analytical tools.
• Monitor team progress and maintain visibility of assignments through an agreed project-management tool.
• Address issues promptly and help ensure timely delivery of high-quality work products.

Required Qualifications

• Bachelor's degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field; master's degree preferred.
• Eight to twelve years of progressively responsible experience in financial management, budgeting, forecasting, financial analysis, or related work.
• Demonstrated experience leading or reviewing complex financial analyses, models, forecasts, and executive-level reporting.
• Strong knowledge of budget development, variance analysis, cost-benefit analysis, and financial planning.
• Advanced Excel and financial-modeling skills; experience with PeopleSoft, Power BI, or comparable financial systems is preferred.
• Strong leadership, quality-assurance, communication, and stakeholder-management skills.
• Public-sector, transit, transportation, or large-organization financial experience is preferred.
