Campus Safety Specialist

Wage placement is dependent on qualification and pay equity. The Campus Safety Specialist provides safety services, and support, for the COCC Campus community to include faculty, students, staff, and on-campus visitors/guests. The Campus Safety Specialist will be highly visible and recognizable to the campus community by driving a campus safety vehicle, riding electric bikes, and traveling on foot. NOTE : This is not a law enforcement position or a security position, this is a Campus Safety position. Essential Duties and Responsibilities Campus Safety Assess the College grounds and all building interior spaces for safety concerns by walking/traveling on foot, riding an electric bicycle, or driving in a campus safety vehicle. Goal is to be highly visible and with consistent presence to deter and prevent theft, vandalism, and personal injury hazards; as well as to maintain Fire Code and OSHA compliance mandates by identifying concerns and providing amelioration. Assist with mandated Fire Alarm Drills, mandated Fire Alarm inspections, access control inspections, mandated first aid center inspections, mandated AED inspections, mandated fire extinguisher inspections, medical and chemical waste collection, and all other safety related requests. Lock and unlock buildings, doors, offices, windows, labs, etc. as required for staff and events. Provide assistance and general information to staff, students and the public as needed. Assistance may include providing directions to locations on and off campus, jump starting cars with dead batteries, escorting individuals to their vehicles, or addressing specific safety concerns with individuals or groups. Promote safety at special events, including but not limited to providing traffic control, signage, and planning assistance. Complete documentation for campus incidents, which may include personal observations and the observations of persons witnessing and/or involved in the incident. Share documentation with supervisor for guidance. Complete work orders regarding campus safety concerns to avoid/reduce injuries. Assist with snow removal and de-icing. Other duties as assigned. Policy Adherence and Reporting Enforce and adhere to college policies and regulations primarily through educational efforts and other approved methods. Other methods may include the issuance of citations (ex. parking and traffic regulations on campus). Report policy violations to supervisor(s) or other authorities for appropriate action and follow up. Campus Safety personnel are designated as Campus Security Authority (CSA) which report any Clery Act crime in accordance to reporting standards. Observe and maintain confidentiality regarding all persons and incidents, as required to protect the rights of individuals and the integrity of inquiries in accordance with law, rule, policy and procedure. Observe and report potentially hazardous physical conditions; may remedy condition when appropriate (e.g., fallen limbs, debris, damage to streets or sidewalks, etc.). Report infractions of certain safety regulations, unsafe conditions and potential illegal/criminal acts to supervisor and as necessary, the appropriate department or outside agency, including 911. Review video surveillance footage for incident follow-up within the requirements of COCC B-10-0 Video Camera Systems policy. Emergency Response Assist in emergency management support directed by college leadership. Respond to calls for emergency assistance or medical aid and coordinate with emergency services to expedite their response. Document actions and observations. Render first aid in emergencies. Department Specific Possess and maintain a valid Oregon Driver’s license, and the ability to meet the College requirements to drive campus vehicles; or the ability to obtain within 30-days of employment. Possess and maintain Basic First Aid certification, Basic CPR (Cardiopulmonary Resuscitation) certification, and Basic AED (Automated Extenal Defibrillator) certification, or obtain within 60 days of employment. Successfully complete an extensive background check. Successfully pass a psychological evaluation administered by a qualified licensed professional. Possess and maintain an Unarmed Security Professional certification from the Oregon Department of Public Safety Standards and Training (DPSST), or obtain within 60 days of appointment to the position. Knowledge, Skills, and Abilities Individuals must possess these following knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the duties and responsibilities of the job, with or without reasonable accommodation, using some other combination of skills and abilities. The individual is expected to follow College work rules and policies. Ability to work independently during on-duty hours, with minimal supervision. Ability to use prudent judgment in dealing with sensitive or emergency situations, within college guidelines. Ability to provide safety training via public speaking to small or large groups of people. Ability to use appropriate de-escalation measures in complex situations. Ability to effectively communicate with hostile and/or emotionally distressed individuals on issues of safety and security while demonstrating a calm demeanor and professionalism. Ability to work effectively with other Campus Safety staff, College staff from various departments, students, the public and emergency services providers. Ability to work effectively and sensitively with constituents from diverse cultural backgrounds and perspectives and model/support community-oriented policies that ensure diversity and cultural competency. Ability to maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Education Rights and Privacy Act (FERPA) and maintain the confidentiality of other sensitive information. Ability to accurately identify, report, and, in some cases, correct safety hazards on campus. Ability to safely operate a vehicle during varying road and weather conditions, including snow, ice, and rain. Ability to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter. Ability to effectively conduct internet research and utilize common Microsoft applications (Word, PowerPoint, Excel) as well as the ability to learn and effectively utilize a student information system (Banner) and other standard office software and hardware. Knowledge of the methods and practices of professional campus safety procedures including those used in patrol, traffic control, verbal de-escalation, incident management, safety, and fire. Knowledge and understanding of relevant College, local, state and federal safety laws, regulations, and procedures, including bloodborne pathogen procedures. Ergonomic Requirements The Campus Safety Staff position requires the incumbent to safely operate a motor vehicle, walk, reach, bend, climb or pull self upward, kneel, stoop, crawl, run at a moderate pace for short distances, crouch, and perform similar functions while patrolling campus and campus facilities. Exposure to inclement weather and safety hazards exists as well as potential threats of physical harm. Requires miles of walking indoors and walking and biking outdoors in all weather conditions and on hard level surfaces and up and down stairs. Position involves extended standing and walking, and some lifting weighing 10-50 pounds as well as the potential for rescue assistance of persons who may be unconscious and require moving. Working at a desk or with a computer is less than 20 percent of the work time. Working in community with faculty, staff, students, and community members will be more than 80 percent of the work time. All individuals are required to be able to perform the essential functions with or without reasonable accommodation. This position may involve a non-standard work schedule, including evening and weekend shifts, to accommodate campus safety needs. Travel and/or assignment to branch campuses may also be required. Persons in this position may be exposed to blood or other potentially infectious materials. All employees identified as having the potential for this exposure will be offered the hepatitis A and/or B vaccinations at no cost. The employee has the right to waive these inoculations. Applicant must be 21 years of age, or older to be able to drive COCC vehicles. Possess a high school diploma or equivalent. Two years’ experience in direct contact customer service position that includes answering inquiries from internal and external stakeholders, resolving conflicts; communicating information to stakeholders, and following policies. Preferred Qualifications One year or more experience working in campus safety, educational security, private security, law enforcement, emergency medical services, environmental health and safety or a related field. 30 credits or more of college level coursework in any combination of the following: Criminal Justice, Public Administration, Sociology, Psychology, Social Work, Communications, emergency services, or related field.
