ACCOUNTING SUPERVISOR

$1,500 per month

Nature of Position Analyze, coordinate, manage, and document City accounting systems, including financial reporting, investments, accounts payable, debt administration, fixed assets, project and grant accounting, inventory, equipment maintenance, and purchasing. Train, supervise, and evaluate the work performance of assigned staff. Supervision Received General direction and oversight are provided by the Finance Director. Essential Duties and Responsibilities Employees of the City of Walla Walla are expected to model and foster the City’s core values: Service – Integrity – Collaboration – Equity – Leadership – Community. Direct, plan, organize, and assign work activities and personnel to perform work and projects in the assigned areas of the Finance Department. Supervise and evaluate the performance of assigned staff, including interview, select and recommend candidates for hire; recommend transfers, reassignments, terminations, and disciplinary actions; plan, coordinate, and arrange for appropriate training for subordinates. Oversee the City’s debt administration program, including compliance monitoring. Assist the Finance Director in preparing financial information and presentations associated with the issuance of bonds or other financing transactions. Evaluate accounting system requirements and make recommendations regarding system needs, internal control improvements and enhancements: develop accounting tools to automate financial reporting and reconciliations. Oversee assigned year‑end reporting and closing functions, including the preparation of the City’s Annual Comprehensive Financial Report (ACFR) and other annual budgetary and financial reports. Maintain journals, ledgers, and other complex financial records and establish the total financial status of various funds and reconcile discrepancies. Understand, monitor, evaluate, detect, and correct errors in assigned financial systems. Support assigned departments in obtaining and analyzing budget historical information. Facilitate the budget process with assigned departments and follow up with all related budget adjustments, chart of account changes, etc. Coordinate with various departments in implementing the grant agreements. Coordinate all aspects of the City’s accounting functions to ensure governmental accounting concepts are being correctly applied. Improve and ensure accurate input of financial data in all systems including all subsystems; document and resolve discrepancies in all reports and systems. Communicate complex financial information to a wide variety of audiences in writing and verbally in such a manner that is clear, concise, patient, and positive; assist staff in doing the same. May assume duties of Finance Director in their absence. Other Job Functions Demonstrate punctual, regular, and reliable attendance, which is essential for successful job performance. Respect the value of diversity in the workplace and the community. Perform other duties as assigned. Knowledge, Skills, and Abilities Knowledge of accounting and reporting systems. Knowledge of principles and practices of accounting and financial reporting, audit principles, and principles of budget preparation and control. Knowledge of City government policies, procedures, and structures. Knowledge of supervisory practices that focus on development of staff. State of Washington Budgeting, Accounting, and Reporting System. Accounts payable, receivable, payroll and debt. Ability to interpret federal, state, and local grant requirements. Ability to review and analyze financial data for accuracy and compliance with applicable laws and regulations. Ability to prepare accurate and complete financial related reports, maintain a variety of financial and contracting related records and files, and understand and interpret the functions of automated systems. Ability to understand, interpret and explain internal procedures and controls, contractual language, and city government requirements. Ability to establish and maintain effective working relationships with internal and external customers and peers. Ability to plan, organize and coordinate the work of staff. Ability to provide leadership, counsel, motivation, and constructive performance reviews for staff. Ability to communicate clearly and concisely. Ability to respond to inquiries in a timely and effective manner. Tools and Equipment Used Computers, Microsoft Office, and financial applications, including but not limited to word processing, spreadsheets, and database software packages. Copier, scanner, and telephone. Physical Demands Sitting or standing for extended periods of time; dexterity of hands and fingers to operate computers and other office equipment; seeing to read and analyze financial and statistical data; bending at the waist; lifting light objects. The work schedule may involve hours in excess of a standard forty (40) hour work week. Work Environment Office environment; subject to evening or variable hours. Required Minimum Qualifications Any combination equivalent to: Bachelor’s degree in accounting or closely related field from an accredited college or university, five years progressively responsible accounting experience in public finance and three years of supervisory experience. Desired Qualifications Master’s degree in business administration or accounting and/or CPA is highly desirable. Previous municipal experience, and knowledge of the Washington State Auditor’s Budgeting Accounting Reporting System (BARS). Bilingual in Spanish. Summary of Benefits Must share mandatory benefits. Orthodontia paid at 50% max lifetime payment of $1,500 per covered member. Vision VSP and AWC Plan B. Well Vision Exam every 12 months - $0 copay. Prescription glasses $10 copay, plus various allowances for frames, lenses, and contacts. Hartford Life Insurance Employees are eligible the first of the month following the first day of employment. City paid: $50,000 Basic Life Insurance and $50,000 AD&D coverage. Employee Voluntary: Supplemental Life/AD&D and Long‑Term Disability coverage available at low premiums. Deferred Compensation Employees are eligible with their first paycheck upon enrollment. No vesting requirements. The City will match an employee’s monthly contribution up to 3.5% of the employee’s monthly base rate of pay. Three options include Baker Boyer Bank - BPAS, MissionSquare, or the Washington State Deferred Compensation Program (DCP). Employee contribution options for pre‑tax and Roth. Retirement Plan Non‑Represented employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. Rates effective as of 07/01/2025. ( PERS Contribution Rates Plan II Employee Contribution Rate: 5.38% Employer Contribution Rate: 5.58% Plan III Employee Choice Employee Contribution Rate: 5.58% Paid Holidays New Year’s Day Independence Day Martin Luther King Day Labor Day President’s Day Thanksgiving Day Memorial Day Day after Thanksgiving Day Juneteenth Christmas Day Floating Holiday Hours On January 1, each employee shall be granted forty (40) floating holidays. Employees hired during the year shall receive a prorated floating holiday hour. Floating holidays must be used by year‑end or will be forfeited. Vacation Time Employees will accrue vacation time based on years of service outlined on the schedule below. As of December 31st, no employee shall have an accumulated amount of vacation leave in excess of 240 hours. Employees may elect to cash out up to forty (40) hours of vacation time each year, provided the employee has taken forty (40) hours of vacation during the preceding calendar year. Vacation Accrual per Month 0 – 3 years: 8 hours 4 – 6 years: 10 hours 7 – 9 years: 12 hours 10 – 15 years: 13.33 hours 16+ years: 16.67 hours Sick Leave All full‑time employees earn 8 hours of sick leave per month to a maximum accrual of 960 hours. The City also offers a Sick Leave Cash‑out policy of 25% of hours over 960 at year‑end, and a Sick Leave Conversion policy as outlined below. Sick Leave Conversion 480 Hours – 1.33 Hours per Month 720 Hours – 2.67 Hours per Month 960 Hours – 4.00 Hours per Month Longevity Pay 5 years of service – $40 per month 10 years of service – $50 per month 15 years of service – $60 per month Wellness Program The City has received the AWC WellCity Award since 2014, which provides a 2% reduction in health insurance premiums. The City’s Wellness Committee promotes healthy lifestyles, wise consumption of health care services, and mental, spiritual, and physical well‑being. This committee sponsors numerous activities to encourage personal and professional health. Employee Assistance Plan An Employee Assistance Plan (EAP) is provided by the City to assist you and family members, providing counseling and treatment in such areas as stress, drug and alcohol abuse and family counseling.
