Date: May 24, 2026; Location: AUSTIN, TX Job Title: Project Manager IV Agency: Health & Human Services Commission (HHSC) Salary Range: $6,377.50 – $8,581.66 per month Shift: Day; Full Time; Telework Potential: Eligible Brief Job Description The Project Manager (Project Manager IV) performs senior‑level project management, planning, and documentation of assigned projects. The role directs teams of Product Owners, Developers, and QA Testers. Responsibilities include initiation, planning, execution, control, and closing of projects and subsidiary components; coordination of multiple levels of projects; oversight of cost estimates and projections; risk identification and mitigation; and documentation of lessons learned. A strong technical background and supervisory experience are required. The position reports to the Director of Project Oversight within the Health and Human Service Commissions (HHSC) Information Technology (IT) Administrative Applications department. Essential Job Functions Provides leadership and expertise in project management, encompassing initiation, planning, execution, control, and closing of projects and subsidiary components. Monitors and manages projects to completion, compiling and distributing project information, status reports, and budget expenditures, and ensuring quality and cost objectives are met. Develops staff in project management, implementing communication plans, training procedures, and evaluation criteria. Advises, consults, and negotiates with agency customers on project activities, ensuring alignment with agency, enterprise, and DIR plans, standards, and guidelines. Coordinates with other HHS agencies and DIR to maintain compliance with state requirements, develop policies and procedures, oversee management reports, and represent the Department in presentations and testimony. Participates in Agile ceremonies and other internal agency meetings, completing additional job duties as required. Knowledge, Skills, and Abilities Knowledge of effective management principles and project management theories for mid‑to‑large‑sized scope projects. Knowledge of project management theories, systems, and procedures used to evaluate vendor performance. Knowledge of related state and federal laws, regulations, policies, rules, and requirements. Knowledge of process improvement or quality assurance systems. Knowledge of the Texas legislative process and public accountability systems. Knowledge of strategic planning, budget management, and human resource management. Knowledge of leadership principles and interaction across various leadership styles. Knowledge of cost monitoring during contract transition and financial cost analysis. Skill in communication and public speaking. Skill in managing multiple and competing priorities. Skill in identifying problems, evaluating alternatives, and implementing solutions. Skill in working collaboratively and cooperatively with diverse groups. Ability to exercise sound judgment, analyze complex information, develop plans, demonstrate negotiation and facilitation skills, and communicate orally and in writing. Ability to plan, assign, and supervise the work of others, think creatively, establish goals, motivate teams, make timely decisions, interpret data, and evaluate reports comprehensively. Registration, Certification, or Licensure May require certification as a Certified Associate in Project Management (CAPM) or Project Management Professional (PMP). Qualifications Graduation from a four‑year college or university with major coursework in business or a related field; five years of IT project management experience may satisfy the degree requirement. Minimum five years of experience managing IT projects and large‑scale budgets, cost estimates, and projections. Preferred experience with the State of Texas QAT and SAO processes and procedures.
