Description Site Manager – DLA Distribution Defense Logistics Agency (DLA) Distribution Position: Full-Time / On-Site - Bldg. 236, West End (DLA) Barstow, CA 92311 JOIN OUR TEAM! Caladwich Consulting is seeking an experienced, mission-focused Site Manager to lead all contractor operations supporting Defense Logistics Agency (DLA) Distribution activities at a DLA Distribution Center. The Site Manager serves as the Contractor's senior on-site representative and is responsible for the overall execution, administration, quality, and performance of contract operations while serving as the primary liaison between Caladwich Consulting and the Government. This position provides strategic leadership over warehouse operations, transportation, inventory management, quality assurance, safety, security, and administrative functions to ensure all requirements, contractual deliverables, and Acceptable Performance Levels (APLs) are achieved. The Site Manager ensures mission readiness by leading a diverse workforce supporting worldwide military logistics operations through safe, efficient, compliant, and audit-ready distribution services. Core responsibilities Serve as the Contractor's senior on-site representative and primary point of contact for the Government with full authority over contract execution. Direct all contract operations to ensure compliance with the Performance Work Statement (PWS), contractual requirements, and DLA policies. Provide leadership and oversight of Warehouse, Inventory, Transportation, Quality Control, Safety, Security, and Administrative functions. Lead functional managers and supervisors while ensuring proper staffing, scheduling, workload balancing, and resource allocation. Monitor contract performance against all Acceptable Performance Levels (APLs), Key Performance Indicators (KPIs), and Quality Control objectives. Coordinate daily operations with Government leadership to resolve operational priorities, mission requirements, customer support issues, and emerging workload demands. Ensure execution of warehouse, transportation, inventory, receiving, storage, packaging, shipping, and distribution activities utilizing the DLA Warehouse Management System (WMS). Oversee contract reporting requirements, staffing plans, transition activities, corrective action plans, and management reviews. Ensure compliance with OSHA, DLA Safety Programs, Environmental regulations, Physical Security requirements, and Information Security policies. Lead internal quality reviews, audit readiness efforts, inventory accuracy initiatives, and corrective action implementation. Direct contingency operations, surge support, continuity of operations, and emergency response activities as mission requirements dictate. Promote continuous process improvement initiatives that increase operational efficiency, inventory accuracy, customer satisfaction, and overall contract performance. Ensure effective communication across Government stakeholders, subcontractors, and contractor leadership while maintaining exceptional customer service. Operational Support Overall contract administration and performance management. Distribution center operations oversight. Warehouse Management System (WMS) compliance. Inventory management and inventory accuracy programs. Transportation and freight management oversight. Receiving, storage, issue, packaging, preservation, and shipping operations. Quality Assurance and Quality Control Program management. Audit readiness and corrective action management. Requirements Required Qualifications Bachelor's Degree in Business Administration, Supply Chain Management, Logistics, Operations Management, Industrial Engineering, or a related discipline. Equivalent combination of education and ten (10) years of progressively responsible Government or commercial logistics management experience may be substituted. Minimum seven (7) years of progressively responsible leadership experience managing large warehouse, logistics, supply chain, or distribution operations. Minimum five (5) years managing multi-functional logistics organizations supporting Government or commercial distribution operations. Demonstrated experience leading contract operations, project execution, workforce management, budgeting, scheduling, and operational planning. Experience managing large teams across multiple operational functions. Extensive experience utilizing DLA WMS, SAP-WMS, or equivalent enterprise Warehouse Management Systems. Experience managing Quality Control Programs, performance metrics, and continuous process improvement initiatives. Knowledge of DLA Distribution operations, inventory accountability, transportation management, warehouse operations, and Government logistics processes. Strong analytical, organizational, communication, and leadership skills. Proficiency using Microsoft Office Suite (Excel, Outlook, Word, PowerPoint). Preferred Qualifications Previous experience serving as a Site Manager, Program Manager, Project Manager, or Operations Manager supporting DLA Distribution or other DoD logistics organizations. Experience managing Cost-Plus, IDIQ, or Performance-Based Service Contracts. Lean Six Sigma Green Belt or higher. Project Management Professional (PMP) certification. Certified Supply Chain Professional (CSCP) or Certified Professional in Supply Management (CPSM). Experience supporting DLA Distribution, Army Materiel Command, Air Force Sustainment Center, or other DoD supply chain organizations.
