With a full future earning potential of $30.09 (Step 1) – $41.18 (Step 9)/hour ($62,587.20–$85,654.40 annually). This position is a full‑time 40 hours per week and eligible for full‑time county benefits package. Job Summary This position has two primary responsibilities: 911 Dispatching and Jailing. 911 Dispatchers (Public Safety Telecommunicators) receive and prioritize all emergency and non‑emergency requests for service, coordinate with service providers, and act as Emergency Medical Dispatchers in medical calls, crisis negotiators in mental health and suicidal calls, and domestic assault calls until law enforcement arrives. 911 Dispatchers work 24/7, including nights, weekends, and holidays, requiring high accuracy, concentration, and independent judgment. When acting as the Jailer, duties include supervising inmate health and well‑being, conducting checks, serving meals, dispensing medication, and tracking inmate movements and reports. Essential Functions – 911 Dispatcher Answer emergency and non‑emergency 911 calls. Determine services and information for law enforcement, fire, medical, and other emergency services; create initial call for service. Diffuse potentially dangerous situations by de‑escalating emotionally charged callers via verbal communication skills. Act as an Emergency Medical Dispatcher to provide pre‑arrival life support and medical care. Communicate with federal, state, county, and city public safety agencies and public health agencies. Perform periodic radio status checks of officers to determine location, activities, and well‑being. Serve as the public service answering point for utility companies, public works crews, and other agencies outside normal business hours. Monitor responder progress, relay additional information, and assist requests from field service providers. Receive weather watches and warnings from Weather Services and NOAA and communicate them to appropriate personnel. Send alert notifications through the county‑wide emergency mass notification system. Assist in granting Salvation Army assistance outside of Social Services office hours. Perform pager tests and send pages regarding training meetings to all Cook County public safety departments/agencies. Collect fees for impounding of animals, civil fingerprinting, bookings, bail, or other services. Provide Notary Public services for warrants, inmate hold orders, and other official documents. Complete victim notification when an inmate is released. Serve as receptionist to answer non‑emergency phone calls and assist walk‑in visitors. Operate complex communications systems: CAD, multi‑line 911 and non‑emergency telephones, multi‑channel radio, video surveillance, courthouse duress system, station controls, and emergency notification systems. Utilize GPS to trace cellular 911 calls and locate incidents; coordinate with cellular companies to “ping” or locate phone coordinates. Maintain certifications for national databases and monitor all incoming state and national criminal information. Maintain the Master Name Index of county residents, properties, and phone numbers. Enter Cook County court warrants into BCA and NCIC hot files. Essential Functions – Jailer Secure jail entrances and maintain locks and unlocks to enter the jail and Sheriff’s office. Monitor the Cook County Jail by performing visual checks inside the building and on the grounds. Maintain detailed log of radio activity, telephone calls, and visitors to the Law Enforcement Center and inmate activity. Facilitate booking processes for inmate clothing changes. Determine mental and/or medical requirements of inmates prior to incarceration by reviewing screening forms. Create or update inmate files including current information and criminal history through NCIC searches. Inspect cells before occupation, provide clean linens, and disinfect cells as necessary. Coordinate and supervise inmate visitation and inspect items brought by inmates. Release and secure work‑release inmates; arrange transportation and escorts for court‑ordered treatments and authorized activities. Conduct prisoner checks every half hour or more often as warranted. Monitor inmate phone system for criminal activity and contraband. Order and serve meals according to individual dietary needs. Dispense approved medication following accurate tracking in the Jail Management System. Attend mandatory Emergency Medical Dispatching and Jail training to maintain certifications. Non‑Essential Functions Transcribe taped statements as needed for criminal cases per request of Cook County Attorney. Perform other related duties as assigned. Minimum Qualifications Three (3) years of administrative experience; or An equivalent combination of education and experience sufficient to perform the essential functions of the job. Required Certifications/Licenses Valid driver’s license. Become certified within 90 days of hire by the State of Minnesota for the operation of national and state criminal justice computer systems. Become certified within 1 year in Jailer Training. Become certified within 6 months of the hire date: CPR, First Aid, and medication distribution. Obtain Emergency Medical Dispatching (EMD) certification.

Internal/External Relationships Daily contact with the public, first responders, court staff, and Sheriff’s Office staff. Contact with supervisors for instruction or decision communication. Daily contact with inmates and their families regarding needs and supervision. Daily contact with attorneys, probation officers, and other agencies for visits and releases. Daily contact with senior Sheriff staff to discuss inmate issues and security decisions. Daily contact with courts and clerks to exchange information. Work performed in a controlled dispatch and jail environment with limited external movement. Exposure to hazardous chemicals, contagious diseases, and odors in the jail setting. High‑stress environment requiring quick, accurate decisions. Rotating shift work with possible extensions and irregular hours. Physical Requirements of This Position Sit or stand at a desk for extended periods. Hear and speak effectively for communication with the public and personnel. Visual acuity to read computers, documents, maps, and EMD cards. Manual dexterity to type, use a mouse, and perform basic manual tasks. Reach for documents, stand to search file cabinets, and perform repetitive motions such as typing and sorting.
