Acquisition Liaison

Position Overview

Osi Vision is seeking an Acquisition Liaison to support the Federal Transit Administration’s Office of Acquisition Management and program offices with acquisition package development, procurement coordination, contract management support, and communication between technical/program personnel and acquisition personnel.

The Acquisition Liaison will provide federal acquisition support from requirement development through contract administration and closeout support. The position will assist program offices in preparing purchase request packages, acquisition planning documentation, market research, Independent Government Cost Estimates, Statements of Work, Statements of Objectives, Performance Work Statements, justifications, and other acquisition documentation required for submission to the Acquisition Office.

Work Location

Work is expected to be performed primarily off-site. Personnel must be prepared to support on-site work at the U.S. Department of Transportation / Federal Transit Administration Headquarters, 1200 New Jersey Avenue SE, Washington, DC 20590, if required by the Government.

Key Responsibilities

• Work under general oversight of the COR to support acquisition and contract management activities for FTA acquisition divisions and program offices.
• Provide acquisition subject matter expertise to support program and technical staff in processing services and commercial requirements.
• Support acquisition activities across the full lifecycle, including planning, requirement development, package preparation, solicitation support, award support, administration support, and closeout.
• Assist program offices with preparation of purchase request packages for input into a contracting system.
• Identify and organize required supporting documentation for acquisition packages.
• Review acquisition packages before submission to the Acquisition Office.
• Assist in reviewing existing contracts for compliance with applicable laws, regulations, and policies.
• Work with program professionals, subject matter experts, CORs, and acquisition personnel to develop acquisition documentation and acquisition planning materials.
• Assist with Statements of Work, Statements of Objectives, Performance Work Statements, functional requirements, specifications, market research reports, determinations and findings, exception-to-fair-opportunity statements, and justifications and approvals.
• Assist in developing Independent Government Cost Estimates and market research to support IGCEs or business case models.
• Support cost and price analysis as needed.
• Support contract types including Firm-Fixed Price, Cost Reimbursable, Labor Hour, and Time-and-Materials.
• Support procurement mechanisms including IDIQ contracts, task orders, delivery orders, BPAs, call orders, purchase orders, and Inter/Intra-Agency Agreements.
• Assist with recurring contract administration duties supporting both the program office and acquisitions office.
• Attend relevant program and acquisition meetings, take meeting notes, and communicate effectively with stakeholders at multiple organizational levels.
• Assist with validation of data and resolution of complex acquisition support issues.
• Assist with advertising, soliciting, constructing, awarding, administering, modifying, and closing out contractual actions.
• Track contracting funding levels and coordinate with the COR and Contract Specialist to convey funding-related information.
• Assist with market research, market trends, and acquisition planning activities.
• Assist with development of source selection evaluation criteria when required.
• Coordinate with technical experts and the contracting office to ensure project milestones are reflected in contractual documents and project plans.
• Assist with reporting requirements as assigned.
• Maintain updated electronic spreadsheets tracking the status of acquisition and contract actions.
• Perform other acquisition-related duties as assigned.

Minimum Qualifications

• Bachelor of Arts or Bachelor of Science degree, or higher degree.
• At least five years of relevant acquisition experience.
• Hands-on experience using the Federal Acquisition Regulation to assist with procurements.
• Mid-level federal acquisition knowledge and hands-on experience equivalent to at least FAC Level II training and experience.
• Experience supporting acquisitions under GSAR Federal Supply Schedule procedures, FAR Part 12 commercial products and services, FAR Part 13 simplified acquisition procedures, FAR Part 15 contracting by negotiation, FAR Part 37 service contracting, FAR Part 43 contract modifications, and FAR 4.804 contract closeout.
• Knowledge and experience using acquisition mechanisms such as IDIQ contracts, BPAs, task orders, delivery orders, call orders, purchase orders, and Inter/Intra-Agency Agreements.
• Knowledge of different contract types including Firm-Fixed Price, Cost Reimbursable, Labor Hour, and Time-and-Materials.
• Knowledge and experience using GSA Market Research as a Service and other market research tools to support acquisition planning.
• Ability to assess acquisition requirements from cradle to grave and provide meaningful recommendations.
• Ability to independently analyze work assignments and provide feedback to the Government as required.
• Excellent oral and written communication skills.
• Excellent computer skills, especially Microsoft Word, Microsoft Outlook, Microsoft Excel, Microsoft Teams, Google Calendar, Google Sheets, Google Chat, Gmail, Google Docs, Google Slides, Google Drive, Google Meet, and analytical tools.

Preferred Qualifications

• Customer Relationship Management experience.
• Experience using SharePoint.
• Experience with PRISM or similar contract writing systems.
• Experience supporting civilian federal acquisition offices.
• Experience coordinating between technical/program offices and contracting offices.
• Experience developing or supporting source selection evaluation criteria.
