Regulatory Affairs Analyst

Position Overview As a Regulatory Affairs Analyst for the Municipal District Services (MDS) Regulatory Affairs Department, you will assist and provide technical support for all MDS operated public water systems and publicly owned treatment works (wastewater treatment plants). Essential Job Functions Review and submit monthly wastewater Discharge Monitoring Reports to TCEQ in NetDMR Monitor all laboratory results daily and submittal of non-compliance notification reports as needed Review all monthly operational wastewater data for submittal to regulatory agencies Review all flow charts for accuracy of 2-hour peak flows Perform Quality Assurance/Quality Control (QA/QC) on all required effluent and influent reports Schedule, review and submit all biomonitoring and whole effluent toxicity testing to required regulatory agencies Complete and submit Monthly Effluent Reports for Reuse Water Monitor and submit reclaimed water reports Perform data management of wastewater operational data in internal system Schedule, coordinate, and review any requested sampling with subcontractor laboratories Schedule and perform Quality Assurance/Quality Control (QA/QC) on all required sludge analysis Compile and submit annual sludge Discharge Monitoring Reports in NetBio Set up testing for TPDES permit renewals and coordinate with engineer to complete necessary forms Review and comment on new Texas Pollutant Discharge Elimination System permits Update monthly compliance summary of all effluent violations Complete and submit annual stormwater Discharge Monitoring Reports Attend Texas Commission on Environmental Quality (TCEQ) regional compliance investigations as needed Review and submittal of Unauthorized Discharge Reports to regulatory agencies Manage the annual DMRQA program and submit all required reports Complete annual Homeland Security updates for wastewater Monitor and communicate special WWTP sampling results to internal and external contacts Participate in and administer training to operational staff on regulatory affairs topics Assist Regulatory Affairs staff as needed on a variety of tasks Possess excellent time management, organizational skills and communication skills Demonstrate personal accountability through the effective use of resources in daily procedures, processes and practices Education And Experience Requirements Bachelor’s Degree in Environmental Science, Biology, Chemistry, Engineering or other closely related areas of study Strong communication skills and problem-solving ability Work requires analytical ability and inductive reasoning to adapt policies, procedures, and methods to unusual or complex situations Ability to train other employees Strong computer skills and ability to learn new software as needed Ability to research a problem and propose a solution independently Reliable with flexible working hours Other Skills/Abilities Current knowledge of State/Federal Safety and Environmental Laws pertaining to the Utilities Sector specifically the CWA and SDWA Microsoft Office Suite with strong Excel skills Strong organizational skills Interest in wastewater and pretreatment regulation #J-18808-Ljbffr
