BACKGROUND:
The Airmen’s Ministry Center operates as a vital Wing Commander program and a top priority, serving as a cornerstone of spiritual readiness and community support across the installation. For over a decade, this program has been defined by a consistent trajectory of positive growth and operational stability, requiring a Coordinator who exhibits deep spiritual maturity and personal resiliency to effectively guide and sustain our Airmen. To support the chaplain corps mission by working in an interfaith environment on many joint ministry endeavors tailored to reach our single Airmen. This position is budgeted at 16 hours per week.
TECHNICAL QUALIFICATION REQUIREMENT:
1 Required to have a bachelor’s degree in theology, ministry, or equivalent academic degree from an accredited University or College.
2 Preferred but not required to have at least five years of experience in ministry to Military Service Members and demonstrated expertise of ministry to young adults, ages 18-27.
3 Be able to work within a military structure and environment.
4 Be able to work in an inclusive environment of all faith groups; respect for all faith
groups will be maintained.
5 The AMC will have spiritual maturity and personal resiliency to effectively guide, mentor, and sustain the Airmen.
6 Organizational applicants must submit the name(s) of the individual or individuals with full resume for each person who will perform the services outlined herein to support the qualifications requirement.
7 Contractor shall submit completed personnel background check applications within twenty (20) working days after award date to the chapel background check program manager for processing.
MISSION:
1 The coordinator's overarching mission is to foster a safe, welcoming, and substance-free environment that helps young, unaccompanied Airmen transition into military life. They focus on four main pillars:
2 Spiritual resiliency: Supporting the spiritual domain without pushing a singular religious tradition, ensuring resources are available to help Airmen cope with the stressors of military service.
3 Community & Peer Connection: Combatting the isolation often felt by young Airmen living in the dormitories by providing a space for authentic fellowship, recreation, and relaxation.
4 Character & Leadership Development: Mentoring Airmen to develop personal character and strong leadership traits.
5 Command Connection: Serving as a bridge to communicate the dormitory Airmen's ideas, needs, and concerns back to the Chaplain Corps.
Plan, organize, and implement at least one annual weekend spiritual retreat for
single airmen. The retreat should provide a forum for single airmen to fellowship, share experiences and struggles with other Airmen, provide opportunity for
spiritual instruction and nurture, and provide opportunity for character and
DUTIES:
The contractor shall accomplish the following tasks:
1 The contractor will plan events through the CIC. No advertisement of proposed events or activities either printed or verbal will be released until approved by the CIC and Wing Chaplain.
2 Plan monthly events – trips, sporting events, recreational adventures, and community service projects, and other created opportunities for Airmen.
3 Provide an annual retreat for dorm residents and Hill AFB Airmen population.
4 & 5Plan, organize, and implement at least one annual weekend spiritual retreat for
single airmen. The retreat should provide a forum for single airmen to fellowship, share experiences and struggles with other Airmen, provide opportunity for spiritual instruction and nurture, and provide opportunity for character and leadership development. All planning, advertising, and coordination for this retreat shall be coordinated through the CIC.
6 Weekly Events – LABS (weekly bible study), Fellowship Dinners (Friday nights), and other created opportunities for Airmen.
7 Develop an annual calendar of trips, sporting events, retreats, leadership and spiritual development opportunities, and recreational adventures in consultation with the CIC.
8 Serve as a Program Leader empowered to purchase items for the AM Program after appropriate coordination with Chaplain Corps staff. Fill out and submit required fund requests and supporting documentation to the Chapel Tithes and Offerings (CTOF) Account Manager and Appropriated Funds (APF) Resource Advisor within seven duty days of the event or program.
9 Submit required documentation to identify program resources and requirements to ensure the appropriate funding source is utilized (APF or CTOF).
10Contractor will respond to all CIC requests within a timely manner, not to exceed 48 hours.
11Develop appropriate advertising of weekly, monthly and special events.
12Interview, recruit, train and assign ministry volunteers for support of the AM program. Provide CIC a list of all ministry volunteers.
13 Present the FTAN (First Term Airmen Program) AM brief.
14Contractor will develop and submit an annual APF and CTOF budget in consultation with the CIC.
15Encourage Airmen to consistently participate in a community of faith, through the Chapel and Chapel outreach events.
16Provide all labor and transportation necessary to perform the duties of the AM Leader.
17 Maintain a database of participants and make it available to the CIC.
18Provide monthly AM ministry reports of meetings and events to the CIC by the fifth of the month. This report will also include both quantitative and qualitative
data and as a minimum will include: an accounting of all meetings that took place; the number in attendance, volunteers, what took place, and an evaluation of the effectiveness of the meeting; a brief evaluation by the contractor regarding important issues, goals, problems.
19The contractor will be provided, when necessary, appropriate space in the chapel and other chapel logistical support including, but not limited to: a laptop, printer,
phone, and e-mail/LAN account and access.
20File an after-action report for all retreats, special events, and training which occurs off-site. After action reports are required within seven (7) days following the completion of the event and will be submitted to the CIC.
21Continuity folders will be maintained by the contractor for all events and will be made available to the CIC or Wing Chaplain upon request.
22Encouraged to attend weekly chapel staff meetings and, when requested by CIC or the Wing chaplain, chapel planning days.
23The contractor shall arrive at least sixty (60) minutes prior to the start of any event to oversee setup. Contractor will not depart until cleanup is complete or a responsible party has been appointed to ensure proper cleanup.
24Ensure all facilities used are properly secured, to include all doors and windows, following the conclusion of all events when chapel personnel are not present.
25Be responsible for keys provided by the government and keys shall not be duplicated.
26Return all keys upon revocation of this contract.
27Safeguard all government/chapel equipment and supplies provided.
28Contractor shall provide a list of substitute contract personnel fulfilling contingency situations (i.e., absence of certified contract personnel). Names of potential substitutes and credentials shall be provided within 30 calendar days of being awarded contract in order to accomplish background checks.
29The Wing Chaplain or his/her designated representative should be notified at least 14 days before any leave of absence that would prevent the contractor from personally performing the services. A substitute will be used, however the substitute must be approved by the Wing Chaplain or his/her designated representative beforehand.
30The Wing Chaplain or his/her designated representative reserves the right to refuse the services of such a substitute if he/she is deemed unqualified.
31The contractor will comply with all applicable Air Force and local instruction for financial management and accounting, facility use, maintenance and security, etc., all of which are available upon request.
32The USAF Chaplain Corps supports religious pluralism and provides for the free exercise of religion. The contractor shall provide an atmosphere of religious sensitivity to all Air Force personnel participating in the program. The sensitivity does not limit the contractor from sharing his/her faith, moral values, religion, or views on any other issues. However, the contractor shall ensure that no key leader or volunteer shall employ any form of coercion for USAF personnel to conform to a particular religious denomination or faith group either directly or indirectly.
