E T Consultant (Infrastructure Engineering Analyst - NOC Technician) The role is part of the World Bank Group’s IT Technology Infrastructure unit, overseeing the Network Operations Center (NOC) that provides 24/7/365 centralized monitoring, incident management, and infrastructure support to ensure maximum network uptime, performance, and reliability. Responsibilities Performance and troubleshooting of the Bank’s LAN and global communications networks, covering switches, routers, and communication links including VSAT, MPLS, IPL, and Internet2. Co‑operation with internal and external technical support to resolve network and communication incidents quickly. Support for the implementation of Global Communication projects, including link acceptance testing in coordination with Country Office IT staff, vendors, and engineers. Serve as the point of contact for engineers and HQ/Country Office IT staff during network and communication link incidents. Configure switch ports, operate test equipment, and use diagnostic software for individual and ongoing performance testing. Connect equipment and run emergency cabling in Data Centers and Network Communication Rooms (NCRs). Escalate incidents promptly to maintain high availability of the Bank’s network devices. Write and update technical troubleshooting procedures and recommend modifications based on operational experience. Work effectively under pressure in a busy, multicultural environment, building strong working relationships with clients and colleagues. Selection Criteria Bachelor’s or Master’s degree with 2 years of experience, or equivalent combination of education and experience (e.g., Bachelor’s Degree with a minimum of 1 year of related work experience). Experience in telecommunications, computer networking, or wired/wireless technologies. Advanced knowledge of Cisco operating systems; relevant technical certifications preferred. Good understanding of networking protocols and services, including TCP/IP, IPSec, VLANs, OSPF, BGP, and IP Anycast. Proficiency with network monitoring tools such as PRTG, SolarWinds, Cisco Prime/Cisco DNA Center, Splunk, and Thousand Eyes. Ability to diagnose and resolve technical problems independently or collaboratively. Proficiency with IT service management platforms such as ServiceNow. Good knowledge of Microsoft SharePoint and Excel. Excellent customer service, technical, and analytical skills. Flexible availability, including weekends and public holidays, to meet operational demands.
