Position Summary
This position is responsible for providing statewide leadership, oversight, coordination, and strategic direction for the Agency for Persons with Disabilities' (APD) iBudget Waiver provider network development, provider recruitment, and Qualified Organization (QO)/Waiver Support Coordinator (WSC) enrollment and compliance activities.
The Work You Will Do
Provides oversight and technical assistance to ensure Qualified Organization and Waiver Support Coordinator enrollment and compliance activities are completed in accordance with Florida Administrative Code, Agency policies, and established performance standards.
Coordinates and leads statewide provider network development and recruitment initiatives for the iBudget Waiver by analyzing provider capacity, workforce trends, and service trends; identifying geographic and service-specific gaps; developing and implementing strategic recruitment, outreach, marketing, and partnership initiatives to expand provider availability and promote client choice; collaborating with regional offices, state agencies, community organizations, workforce partners, and internal teams to strengthen recruitment pipelines, address provider shortages, and improve service delivery.
Develop and implement strategies to recruit iBudget Waiver providers across needed service categories around the state to address service gaps, needs, etc. Create and lead recruitment campaigns to recruit new providers in areas of high demand, addressing both service-specific and geographic needs.
Establish and maintain partnerships and collaborate with diverse organizations and agencies, such as National Association of State Directors of Development Disabilities Services (NASDDDS), other state agencies, local governments, workforce boards, veterans’ groups, universities/colleges, trade associations, chambers of commerce, and minority-owned business networks, to broaden recruitment pipelines and promote equitable access to provider opportunities. Serve as the APD liaison for collaboration with external organizations and agencies to coordinate and leverage recruitment resources and strategies.
Work with APD Communications Office and APD State Office teams to develop and implement a marketing plan utilizing the Agency’s social media platforms (Facebook, Instagram, X/Twitter, Pinterest, Linkedin, etc.) and other outreach tools to increase awareness of provider enrollment opportunities. Create, develop, and distribute targeted outreach materials that highlight the benefits, impact, and requirements of becoming a contracted provider. Create and lead recruitment campaigns to recruit new providers in areas of high demand, addressing both service-specific and geographic needs.
Serving as the Agency's lead resource to develop and implement provider recruitment strategies, best practices, and capacity planning across needed service categories around the state to address service gaps, needs, etc.; monitoring recruitment, onboarding, and provider network data to evaluate outcomes and inform decision-making; preparing reports and recommendations for executive leadership; supporting communications and public awareness efforts related to provider enrollment opportunities; representing the Agency at meetings, presentations, conferences, and community events; researching and implementing innovative recruitment strategies and maintaining statewide tracking systems to monitor provider capacity, recruitment progress, and network development.
Serves as process lead providing statewide oversight and technical assistance of Qualified Organization and Waiver Support Coordinator enrollment activities by collaborating with regional staff and state office staff to monitor compliance with processing applications, dual employment requests, ethical and professional violations, complaints, corrective action plans, mentoring completion requirements, and other relative processes within required timelines, Agency policies, and Chapter 65G-14, Florida Administrative Code. Conducts quality assurance activities, monitors regional tracking systems, provides feedback and technical assistance to regional staff, and facilitates monthly meetings with regional leadership to review identified performance trends, identify barriers, and implement process improvements.
Reviews and monitors Qualified Organization compliance with minimum staffing requirements and participates in PAARF meetings regarding Qualified Organization and Waiver Support Coordinator application denials, terminations, and related determinations.

Minimum Qualifications
- Must have a High School Diploma.
- Bachelor’s Degree is preferred.

Background Screening Requirement
