Management and Program Analyst
VETERANS HEALTH ADMINISTRATION
Summary Located in VA Headquarters, Office of the Deputy Under Secretary for Health (DUSH), VHA, this position provides administrative, analytical, operational, and technical expertise; coordinates high-impact projects and stakeholder communications; supports strategic initiatives; independently prioritizes assignments; and advises leadership on issues affecting outcomes. - Provides executive and analytical support on administrative, policy, and operational program matters, including coordinating cross-functional activities, timelines, and leadership-assigned initiatives.
- Conducts analyses of policies, procedures, operational requirements, and organizational impacts to support informed decision-making and alignment with organizational priorities.
- Plans, organizes, and coordinates program plans, policy analyses, and legislative interpretations and develops recommendations to improve administrative practices, processes, and program operations.
- Prepares briefings, analyses, correspondence, reports, and other executive-level materials and coordinates responses and work products for internal and external stakeholders.
- Plans, executes, and evaluates special studies, projects, and high-priority assignments, establishing priorities, timelines, milestones, and deliverables and monitoring progress toward completion.
- Conducts quantitative and qualitative analyses to evaluate program outcomes, performance measures, operational effectiveness, and compliance and develops recommendations for improvement.
- Coordinates administrative and program-support activities, monitors workflows and program activities, identifies inefficiencies, and recommends improvements supporting continuity and effectiveness of operations.
- Manages and coordinates administrative processes and activities, including travel, timekeeping, purchase-card actions, meetings, events, conferences, hearings, and other leadership or program requirements, ensuring actions are accurate, timely, properly documented, and compliant with applicable requirements.

- Selected applicants will be required to complete an online onboarding process. Acceptable form(s) of identification will be required to complete pre-employment requirements ( Effective May 7, 2025, driver's licenses or state-issued identification cards that are not REAL ID compliant cannot be utilized as an acceptable form of identification for employment.
- Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)

- GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying experience includes (resume must support three out of the four listed below):
- Assisting with or performing analytical and evaluative work to assess complex administrative, operational, program, or policy issues; gathering and analyzing qualitative and quantitative information; identifying trends, problems, or organizational impacts; and developing findings or recommendations for management consideration.
- Supporting the planning and coordination of projects, studies, or organizational initiatives by organizing work activities, establishing or tracking milestones and deliverables, coordinating with stakeholders, monitoring progress, and identifying issues that may affect successful completion.
- Reviewing and interpreting policies, procedures, legislation, regulations, or organizational requirements to determine their applicability or potential operational impact and assisting in developing recommendations, implementation approaches, or improvements to administrative processes and workflows.
- Developing analytical and executive-level work products such as reports, briefings, white papers, correspondence, or other decision-support materials by researching and synthesizing information from multiple sources and using automated information systems, data tools, or management reporting platforms.
- GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Independently conducting complex analytical and evaluative work to assess administrative, operational, program, or policy issues; applying qualitative and quantitative methods to evaluate organizational impacts, program effectiveness, or performance; and developing authoritative findings and recommendations that support management or executive decision-making.
- Independently planning, coordinating, and executing complex projects, studies, or organizational initiatives by defining work requirements, establishing priorities, timelines, and milestones, coordinating cross-functional stakeholders, evaluating progress and outcomes, and resolving issues affecting successful completion.
- Analyzing and interpreting policies, procedures, legislation, regulations, or national organizational requirements to determine operational and programmatic impacts; resolving complex or ambiguous issues; and developing recommendations, implementation strategies, new approaches, or process improvements that support organizational priorities.
- Developing and presenting executive-level analytical products and recommendations, such as comprehensive reports, briefings, white papers, policy analyses, or correspondence, by synthesizing complex information from multiple sources and using advanced data analysis, automated information systems, and management reporting tools to inform leadership decisions.
