We are looking for a Data Engineer to support a data engineering and integration program at Camp Murray, WA. The focus of this role is to transform enterprise data within the Office of the Secretary of Defense (OSD) Advana and Army Vantage platforms, build secure data transformation and egress pipelines, and establish a highly structured, relational data foundation within Microsoft Dataverse (A365). This foundation will be used by Government or third-party developers to build custom Power Apps and automated dashboards. The Data Engineer will also provide ongoing technical support, documentation, and issue resolution to the external teams responsible for dashboard development.

This is a 2-year contract, 40 hours per week hybrid role, approximately 25% onsite at Camp Murray, WA and 75% remote. Work hours are Monday through Friday, 6:00 a.m. to 2:30 p.m. Pacific Time. The Government may temporarily adjust the onsite/remote ratio or require 100% onsite presence to support critical operations, exercises, or urgent mission requirements.

This is a W-2 role with Stage 4 Solutions; health benefits and a 401(k) are offered.

Responsibilities:

• Identify and assess datasets within Army Vantage and Advana, including existing data architectures, table structures, data dictionaries, data quality, completeness, update frequency, structural gaps, and suitability for integration.
• Design, develop, and maintain automated Extract, Transform, and Load (ETL) pipelines to ingest and process enterprise datasets, including pipelines designed for high availability, fault tolerance, automated error reporting, and required processing frequencies.
• Perform native data transformation within Army Vantage/Palantir Foundry and Advana/Databricks/SQL, including heavy compute, joins, aggregations, data cleansing, and resolution of duplicate records, null values, and formatting inconsistencies.
• Establish and apply data-quality rules and Master Data Management (MDM) practices to harmonize disparate datasets and support a consistent source of truth.
• Develop relational data models and localized data ontologies using star-schema or similar dimensional modeling approaches, including fact and dimension tables, primary and foreign keys, and 1-to-many and many-to-many relationships.
• Architect and maintain a highly relational data structure within Microsoft Dataverse (A365) optimized for downstream Power Apps and Power BI use.
• Engineer, test, deploy, and sustain secure automated data egress connections using technologies such as REST APIs, OData, JDBC, and approved secure connectors between Advana/Army Vantage and the Army Power Platform environment, optimized to handle anticipated data volumes without degrading target-tenant performance.
• Configure Army-approved Non-Person Entity (NPE) or Service Principal authentication for secure system-to-system communications.
• Maintain data synchronization at a minimum frequency of every 24 hours and 99.5% uptime and support pipeline availability, troubleshooting, issue resolution, and automated error reporting.
• Implement Role-Based Access Control (RBAC), Row-Level Security (RLS), Object-Level Security (OLS), Field-Level Security, and data tagging to protect data and maintain DoD IL5 compliance, including required encryption of data in transit and at rest and ensuring data transit remains within the IL5 boundary.
• Configure Microsoft Dataverse security roles and security architecture to support downstream use of predefined Entra ID roles.
• Implement required data masking, hashing, or de-identification for PII/PHI and ensure sensitive fields are appropriately restricted within Dataverse.
• Develop automated validation and reconciliation controls across the complete pipeline lifecycle to verify source and target record counts, schema structures, foreign-key relationships, transformation integrity, and data completeness, including automated logging and alerts for unmatched records, failed jobs, and data-integrity faults.
• Detect, document, and flag dropped records, structural anomalies, truncation, failed jobs, unauthorized modifications, and other data-integrity issues.
• Conduct monthly technical reviews comparing source records in Advana/Vantage with corresponding records in Dataverse to verify transformation rules, business calculations, mappings, and data integrity.
• Maintain comprehensive data lineage and transformation documentation, including scripts, rules, queries, calculations, joins, mappings, the rationale for transformations, and modification timestamps in version-controlled repositories such as Army Git, Azure DevOps, or Vantage repositories.
• Develop and maintain technical documentation including data dictionaries, Entity-Relationship Diagrams (ERDs), data-quality logs, security/access-control documentation, transformation logs, validation/test documentation, and status reports.
• Participate in data governance and synchronization working groups with Government and National Guard Bureau stakeholders, provide technical updates, support interoperability and alignment of localized data ontologies with broader NGB enterprise data strategies, and document decisions and action items.
• Provide ongoing technical support, documentation, troubleshooting, and issue resolution to Government and third-party development teams using the resulting data foundation for downstream applications and dashboards.

Requirements:

• 3+ years of experience in enterprise data engineering, cloud architecture, and DoD systems integration.
• Expertise operating natively within Army Vantage (Palantir Foundry), Advana (Databricks/SQL) and Microsoft Dataverse (A365) backend, ensuring seamless data egress, schema linkage, and the strict enforcement of Role-Based Access Controls (RBAC).
• Demonstrated technical proficiency in backend data transformation, API pipeline development, and relational database modeling within DoD Impact Level 5 (IL5) environments.
• Experience with ETL/data pipelines, APIs, relational and dimensional data modeling, data quality, MDM, data lineage, and automated validation/reconciliation.
• Experience with secure data egress, schema linkage, RBAC, RLS, OLS, Field-Level Security, and secure system-to-system authentication.
• Experience designing data models for downstream Microsoft Power Apps and Power BI consumption.
• Knowledge of protecting and handling sensitive data, including implementation of appropriate PII/PHI masking, de-identification, and access controls.
• Must be a U.S. citizen and must possess a favorably adjudicated Tier 1 (T1)/NACI investigation or equivalent or higher federal investigation
• Must meet applicable DoD Cyber Workforce Framework (DCWF) foundational qualification requirements through an approved professional certification, documented academic degree, or military/federal training, or must be able to achieve the required qualification
