Project Engineer

Triangle DeCon Services, Inc. is seeking an experienced Project Engineer to support the Los Angeles Community College District (LACCD) on bond-funded construction projects. This role provides technical and administrative support to the Program Management Office (PMO) and District Facilities, Planning, and Development (FPD) department, with a focus on reviewing and processing change orders, tracking RFIs and submittals, coordinating with project stakeholders, and maintaining accurate project documentation. The ideal candidate will have at least seven years of professional construction experience in a similar role, strong knowledge of construction documents and change order processes, and proficiency in Microsoft Office, SharePoint, Bluebeam, and Adobe software. A bachelor's degree in construction, engineering, or architecture is required, although four additional years of qualifying experience may be substituted for the degree. Experience with educational facilities, large construction programs, and project management information systems (PMIS) is preferred.

Responsibilities include:

• Providing technical and administrative support for the Program Management Office (PMO) Construction Department and the District Facilities, Planning, and Development (FPD) department, exclusively on Bond funded projects.
• Tracking and following up with the owner/design team/construction team RFIs and submittals as required during design, pre-bid, and construction phases.
• Performing internal reviews of Change Orders (CO), Field Orders (FO) and other contractual documents for Districtwide Design/Construction projects.
• Coordinating with PMO staff and District FPD on the review and processing of Change Orders for all active construction projects.
• Performing detailed review of Change Order documents for completeness and accuracy.
• Participating in coordination meetings to facilitate timely reviews.
• Maintaining Change Order Logs and other tracking documents for PMO and LACCD FPD use and reference.
• Ability to read and interpret construction plans and drawings.
• Assisting in preparing weekly/monthly/quarterly reports for management review.
• Collecting, tracking, reviewing lessons learned and submitting for closeouts and for management review.
• Monitoring changes and revisions to ensure timely processing of Change Orders and Field Orders.
• Submitting CO and FO for final PMO and District approvals.
• Reviewing and following Standard Operating Procedures for CO Processing.
• Facilitating resolution of conflicts and issues to maintain timely workflow.
• Assisting in coordination meetings with the District Office and Stakeholders.
• Generating and distributing meeting minutes to confirm discussions.
• Maintaining electronic files and records for all reviews.
• Performing other job-related duties as assigned.
• Maintaining log of daily tasks and submitting a monthly to management for review.
• Performing other relatively similar administrative duties as directed by the PMO and District FPD.

Required Experience includes:

• Minimum of seven (7) years of professional experience in a similar role or position in construction.
• Proficient with Microsoft Office Software (Word, Excel, Outlook, PowerPoint) and SharePoint.
• Experience using BlueBeam and Adobe software for document reviews/mark-ups.
• Ability to work in a team environment.
• Ability to take initiative and make sound decisions.
• Effectively manage daily work effort.
• Good communication skills verbal and writing.

Required Education is a BS/BA Degree in construction, engineering, or architecture. Four years of additional qualifying experience in excess to the minimum years stated above may be substituted for the required education.

Preferred Qualifications include:

• Experience working on tenant improvement projects.
• Previous experience with Change Orders and Supporting Documentation.
• Previous experience with educational projects.
• Experience working on a large client program.
• Experience working on multiple projects simultaneously.
• Experience with Prolog, Trimble Unity Construct (formerly e-Builder), Proliance or other PMIS systems.
• Experience with Adobe Acrobat sign (formerly Adobe E-Sign).
