GENERAL DESCRIPTION:
The grants team fiscal analyst reconciles, analyzes, and maintains fiscal oversight in the electronic Grants Management System (eGMS) for the Wyoming Department of Education's state and federal grant monies totaling in excess of $100M annually. This position works with program managers to achieve grant compliance within budget regulations, and troubleshooting system and user issues within eGMS.

- Analyze and approve reimbursement (cash) requests from educational entities in Wyoming for multiple state and federal grant programs. Run batch payment process and rectify any errors in allocation sources
- Examine total outstanding award balances
- Monitor, certify, and load all awards and reallocations into eGMS
- Problem solve to obtain and recommend solutions to reconciling the eGMS to the state Budget Management System (BMS)
- Maintain data and provide custom reports to program managers, division directors, and section chiefs
- Provide accurate and timely customer service to all eGMS clients
- Identify, process, and track overpayments and refunds as they occur
- Set-up funding streams, fiscal parameters, and Grant Award Notification (GAN) details for all programs in eGMS
- Provide expenditure data and maintain data and analysis for any auditors from the state, independent accountants, or federal program reviewers
- Calculate IDC and identify and troubleshoot any potential overspending
- Provide updated expenditure data on an as-needed basis for program managers, division directors, and section chiefs
- Calculate expenditure projections for planning purposes with program managers and provide fiscal guidance as needed
- Collaborate with and support the eGMS program manager to maintain eGMS architecture, functional design, and optimization to streamline processes and ensure integrity of federal and state funding applications
- Assist in all aspects of online grant application package development including formula and competitive grants and application supplements
- Serve as an eGMS point of contact, including adding and deleting eGMS users and managing/verifying SAM UEI registration
- Collaborate with and support the ESSA team program managers as projects arise, both short-term and ongoing. Tasks to include, but not limited to cross-training, program monitoring, and additional program support as needed

- Working knowledge of applicable state and federal laws, policies, procedures, guidance, and processes.
- Technology skills, e.g. computer usage, word processing, GUI application development, database and related software
- Knowledge of grants management and reimbursement processes for formula and competitive grants
- Budget setup including payment sources, payment parameters, and GAN details
- Knowledge of payment processing through eGMS or related platforms, special payments, refunds, and excess funds.
- Knowledge of how to release and reallocate unused funds
