Program Analyst

Summary

The ASW(ND-CBD) reports to the Secretary of War through the USW(A&S) and USW(P) for nuclear deterrence, CBRN medical and non-medical defense, chemical/biological surety, chemical stockpile destruction, and countering WMD capabilities. The ASW(ND-CBD) also oversees nuclear, chemical, and biological arms control activities, and exercises organizational control over the Defense Threat Reduction Agency (DTRA).

This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH).

Incumbents typical work assignments may include the following:

  • Readiness Assessment: Supports the strategic portfolio readiness assessment cell by analyzing nuclear forces portfolio readiness to identify critical gaps in logistics, maintenance, and infrastructure. Contributes to the development of resource-informed technical solutions and mitigation options for presentation to the Nuclear Weapons Council (NWC) and the Nuclear Decision Forum (NDF).
  • Program Assessment: Collaborates with stakeholders to develop assessments of complex programs and enterprise systems, ensuring they are cost-effective, non-duplicative, and fully responsive to all essential performance, compatibility, and interoperability requirements.
  • Policy & Document Review: Reviews, analyzes, and provides ED NIPM comments on documents relating to policy, budgets, resource management, statutory studies (e.g., NDAA tasks), GAO reports, the National Military Strategy, and Defense Planning Guidance. Reviews studies completed by the Services, the Joint Staff, and contract research organizations to evaluate their value to current requirements and programs.
  • Architecture & Systems Engineering: Provides assessments and staff support regarding the formulation of overall architectures, systems engineering objectives, designs, policies, and acquisitions for DoW Nuclear Programs across all domains (ground, maritime, aerial, and satellite). Reviews Service and Joint requirements to assess the effectiveness of the current systems portfolio, projects the need for future enhancements, identifies capability gaps, and proposes new programs or corrective actions to close those gaps.
  • Acquisition & Resource Balancing: Coordinates with stakeholders to achieve the necessary balance of requirements, funding, and acquisition strategies required to successfully deliver capabilities to the warfighter. Assists in the development, coordination, and promulgation of acquisition strategies within appropriate nuclear portfolio decision documents.

  • This position requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.

Qualifications

You may qualify at the NH-03 Broadband Level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the (NH-III or GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to analyze portfolio readiness to identify critical gaps in logistics, maintenance, or infrastructure; assessing systems engineering architectures, requirements, and master plan programs; and developing modernization roadmaps for presentation. Evaluating programs and enterprise systems to ensure compliance with approved baselines for cost, schedule, and performance; coordinating acquisition strategies to balance requirements and funding; and conducting programmatic risk assessments to determine potential impacts on capability delivery. Developing strategic analyses and roadmaps to influence Planning, Programming, Budgeting, and Execution (PPBE) decisions; reviewing statutory studies, policies, and reports; and preparing testimony, information papers, and briefings for leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
