Salary and Benefits PLEASE NOTE: The starting salary placement depends onqualifications and experience and is anticipated to be in the rangeof $74.77 to $91.85 per hour. This is a temporary, hourly, per diem position. The position isnon-benefited and is not eligible for the CSU employee benefitsprogram. About the Position Student Health and Counseling Services provides basic, augmentedand preventive health care to CSUEB students. These servicessupport the clinic’s mission to have students achieve and maintainan optimal state of health so they may attain their academic andcareer goals. The Family Nurse Practitioner evaluates, diagnoses, and treatsmedical conditions of CSUEB students with an emphasis onpreventative care, as per protocol and approved privileges, andunder the supervision of a physician. The family nurse practitioner also provides health education and performs health promotionactivities, and other administrative duties as assigned, such asserving as lead for licensed and unlicensed nursing staff, asneeded. The family nurse practitioner may also provide someemployee health-care services. This position may require occasional coverage at CSU East Bay’sConcord campus. Responsibilities Outpatient Medical Care Plans and assumes responsibility for the clinical management of patients with common medical problems, injuries, and urgent careneeds. Coordinates care to students with chronic and episodichealth conditions and provides maintenance of care withinestablished protocols. Identifies the health status of each patient by obtaining a problem-oriented history covering chief complaint, patient profile,history of present illness, relevant family history, past medicalhistory, and review of systems. Participates in Women’s Clinic and performs physicalassessments relating to Gynecology, which may include breastexaminations, abdominal and pelvic examinations, pap smears, andobtains vaginal specimens for laboratory examinations andcultures. Performs physical examinations for health maintenance as wellas for students who have special health concerns or areparticipating in programs requiring certification of healthstatus-orders and interprets diagnostic tests and procedures. Develops problem list, completes diagnosis and assessmentprocedures, formulates and initiates therapeutic plan, determinespatient education needs, and delivers patient teaching andcounseling. Consults with a physician as indicated by established SHCSprotocols and for those conditions which lay outside of theindividual Nurse Practitioner’s competence and expertise. Furnishes medications and family planning devices perestablished protocols and conducts follow-up as necessary. Provides treatment for anyone on campus in the event ofaccidental injury or acute emergency illness until suitabledisposition of the case may be made. Generally, this should befirst aid. Evaluates and treats injuries, which may include ordering of XRays and consulting with a physician to interpret. May apply castsand splints. May perform minor surgical and family planning procedures. Participates in the treatment of work-related employee illnessor injury as outlined in the Student Health Services WorkerCompensation policy and procedures. Consults with a physician and other health care providers asnecessary. Make referrals to other Health Services staff or localcommunity resources as necessary. Provides basic psychiatric evaluations and may manage commonmental health issues such as uncomplicated depression, anxiety andpanic disorders. Adheres to CSU policies as informed by State and Federalregulation and laws. Health Promotion/Prevention Services Provides health education information concerning contraception,human sexuality problems, sexually transmitted diseases, andgynecological problems. Provides health education to individual patients, studentgroups, health services staff, and the campus community. Provide immunizations including travel medicine for studentsand university employees. Performs surveillance, pre-employment physicals for studentsand employees. Administrative Services Maintains accurate and complete health records in legible andproblem-oriented format. Develops and maintains policies, procedures, and protocolsrelated to nurse practitioner practice. Participates in continuing education as required to meet statenurse practitioner licensure requirements. Participates actively in quality improvement, pure of view,in-service education, and establish meetings to improve the levelof care practiced in the clinic. Serves on campus committees as appointed by the medicaldirector. Besides the general nurse practitioner functions outlinedabove, the nurse practitioner will be performing additionalfunctions at the site including nursing functions (such as nursingintake, vital signs, rooming and preparing the patient, maintainingthe facility in a clean and working order, manage inventory,supplies and medication, keeping maintenance logs such asrefrigerator temperature), laboratory functions (performing limitedand basic CLIA waived and provider performed microscopy, arrangingfor patient to get lab work done at a Quest site, partnering withthe patient support team for the collection of fees). May perform other administrative duties such as disaster andemergency planning, safety, infection control including blood-bornepathogens, sharps and medical waste, quality improvement, equipmentmaintenance and calibration as needed. Participation in promoting health services and campusevents. Minimum Qualifications Education and Experience Academic degree or certificate from an approved college oruniversity-based Nurse Practitioner program or equivalent trainingand experience as outlined by the California Board of RegisteredNursing (BRN). Incumbents must be clinically competent in a medicalspecialty applicable to their position and possess sufficientexperience to independently perform the duties of a NursePractitioner within that specialty. Knowledge Comprehensive knowledge of advanced nursing and primary careprinciples, methods and procedures; thorough knowledge of medicaltheories, practices and protocols relative to the scope ofpractice, subject areas such as growth and development,pathophysiology, psychosocial assessment, pharmacology, nutrition,disease management, and the principles of health maintenance,applicable state and federal laws and regulations pertaining topractice as a Nurse Practitioner; and general knowledge ofeffective supervisory principles and practices, if assigned leadwork direction. Abilities Possess the abilities and clinical competence required to workas a Nurse Practitioner including, but not limited to, the abilityto work independently in assigned areas of practice established bythe supervising physician; demonstrate clinical competence ineliciting patient histories, conducting examinations, diagnosingand treating acute and chronic illnesses and injuries, assessingpatient needs and making appropriate referrals; use clinicaltechniques and diagnostic tools; interpret laboratory and othertest results; keep current with developments in the medical fieldpertinent to the incumbent’s scope of practice; establish andmaintain effective working relationships with other health centerstaff; be sensitive to and communicate effectively with diversepatients; and, if assigned, provide lead work direction tospecified health center support staff. License and Certifications Possess and maintain a valid California license as a RegisteredNurse and a BRN certificate evidencing that the individual isqualified to use the title of Nurse Practitioner, as required bythe California Board of Registered Nursing. In addition, if theincumbent is delegated the authority to furnish medications, theincumbent must possess and maintain a valid BRN FurnishingCertificate. If the furnishing procedures include the delegatedauthority to furnish specific controlled substances, incumbentsmust also possess and maintain a valid DEA number andcertificate. Required Qualifications Knowledge Knowledge of health care related state and federal laws andguidelines pertaining to the practice of medicine, nursing,laboratory, radiology, public health, HIPAA (Health InsurancePortability and Accountability Act), and the operation of a medicalclinic, such as Cal-OSHA regulations, Center for Disease Control(CDC), and Infection Control/Universal Precautions required. Preferred Skills and Knowledge Skills and Abilities Possession of professional skills in health care management(appropriate licensure of RN or RNP),organizational, leadership andcommunication skills highly desirable. Possesses a good understanding of the operations of a medicalfacility, preferably ambulatory care or the college healthenvironment. Understanding of collective bargaining agreements and contractsin general. Possession of a working knowledge of effective supervisorymethods and techniques and more comprehensive understanding ofnursing programs and specialties. Ability to provide effective workdirection, plan and organize the work of others, assess, plan,develop, implement and evaluate a nursing program. Ability to leadand supervise the work of a diverse staff. Demonstrated customerservice experience requiring a high level of diplomacy andprofessionalism. Ability to initiate, establish and foster communication andteamwork by maintaining a positive, cooperative, productive workatmosphere in and outside the University with the ability toestablish and maintain effective working relationships within adiverse population and with those from various culturalbackgrounds.
