The primary purpose of this position is to exercise 2nd level (or higher) supervisory and managerial authorities over the Community Services Flight activities in the Force Support Squadron (FSS). Directs work activities through subordinate supervisors/leads with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis. Exercises control over the organizational element by providing direction, planning, and leadership for assigned subordinate personnel. Provides focus and direction for the operations within the flight to include, but not limited to outdoor recreation, golf course, arts and crafts center, club and community programs, bowling center, car wash, and embedded snack bar operations. Additionally, may direct the operations of indoor/outdoor aquatic activities, used vehicle sales lot an RV storage lot, pet kennels/boarding, aerospace club/flight training center, or a consolidated club with multiple satellite food facilities as well as oversight and management of the AF Entertainment program for the installation, Recharge for Resiliency (R4R) programs, and Fit Families programs. Responsible for providing advice and expertise to senior leadership across the entire spectrum of military, appropriated fund (APF) and non-appropriated fund (NAF) civilian personnel support, organizational analysis, total force accountability, and contingency operation support.

Knowledge, Skills, and Abilities (KSA):

1. Knowledge of business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation; base morale, welfare, and recreation business operations; food and beverage operations; and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage.

2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.

3. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.

4. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives.

5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

7. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations to meet unit requirements and objectives.
