PAY GRADE - $70,440.30 - $100,431.02/SALARY - plus a comprehensive benefits package This position is not a Workday integration position. This position is solely responsible for the full administration of FMLA/ADA/ADAAA, special leave, full responsibility for the City's Applicant Tracking System (ATS) - ClearCo. and recruitment, full compensation system management with regard to writing job descriptions, FLSA designations, reclassifications, department reorganizations, complement changes and management of the compensation system database. In addition, this position coordinates and administers Police and Fire Department promotional exams, handles Performance Improvement Plans (PIP), performance issues, college and university partnerships, is solely responsible for the citywide Internship Program and attends Internships/Job Fairs; and much more. This position works directly under the Human Resources Director.GENERAL STATEMENT OF DUTIES
Manages, oversees and administers City-wide Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and special leave programs; full management of City-wide Applicant Tracking System (ATS), recruitment, testing and selection; performs technical (management of compensation system database), analytical and education to all staff related to classification, compensation, training and development, while maintaining compliance with all Federal and State laws and regulations and City policies; performs directly related work as required.DISTINGUISHING FEATURES OF THE CLASS
The principal function of an employee in this class is to manages, oversee and administer City-wide Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and special leave programs; full management of City-wide Applicant Tracking System (ATS), recruitment, testing and selection; performs technical (management of compensation database), analytical and education to all staff related to classification, compensation, training and development, while maintaining compliance with all Federal and State laws and regulations and City policies. The work is performed under the supervision and direction of the Human Resources Director but considerable leeway is granted for the exercise of independent judgement and initiative. Supervision is exercised over the work of employees in the class of Administrative Assistant II and related office personnel. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Department of Labor, State Workforce Agencies, local colleges/universities, school districts, testing vendors, community partners, department heads, other city employees and the public. The principal duties of this class are performed in a general office environment with some outdoor testing and job fairs required.EXAMPLES OF ESSENTIAL WORK
Conducts classification and compensation studies and audits; creates classifications and job descriptions for all City Departments; Counsels, researches and gathers information for Department Heads, Managers and Supervisors on personnel issues and provides recommendations, strategies and/or solutions to personnel issues; Provides full management and implementation of citywide Applicant Tracking system (ATS); including user permissions, trouble‑shooting, updates and compliance with all State and Federal Laws; Development and administration of recruitment functions in the HRIS database in a large municipal jurisdiction; specifically related to recruitment, FMLA and various talent management modules; Coordinates a full range of recruitment activities citywide, including ensuring Federal, State and local laws are followed during all aspects of the recruitment process; Counsels and communicates with Departments, employees and the general public regarding recruitment process, employment opportunities, employment status, testing procedures and testing results; Utilizes various social media platforms to connect with potential talent; Provides direct assistance, guidance and training to Departments relating to youth employment, internships and volunteer processes throughout the city; Confers with Department of Labor to remain compliant with Federal, State and local laws and regulations; Develops, validates, coordinates and administers entry level and promotional examinations for Police and Fire Departments; Confers with Department Heads and Unions regarding promotional testing questions, changes, updates and reviews; Leads Police Lieutenants in the re‑write of Police Department Promotional exams following Union and SOP guidelines; Provides full management and administration of the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and other special leaves while maintaining compliance with State and Federal Laws as well as City policies; Provides direct assistance, guidance and training to City staff relating to Federal, State and City leave policy compliance; Provides full primary contact communications with all City departments and employees relating to FMLA, ADA and special leave; Counsels, researches and gathers information for Department Heads, Managers and Supervisors on personnel issues and provides recommendations, strategies and/or solutions to personnel issues; Conducts and coordinates City-wide professional development and targeted training for employees; Provides city-wide support to Departments in the hiring, evaluation, promotion, termination, performance and disciplinary issues of employees; Assists with the investigation of discrimination, sexual harassment, nepotism and related violations of fair employment practices citywide; Delivers training and policy presentations to new and existing employees; Drafts and revises City policies for the Human Resources Director and various Departments; Provides guidance and direction for the updating of various departmental Standard Operating Procedures (SOP); Manages partnerships, tuition discounts, targeted training programs with local colleges and universities; Fosters professional relationships with local colleges and universities; Implements, attends and coordinates City-wide job fair, college internship and career events; Performs special duties for the Human Resources Director as requested; Provides compliance updates to all city Departments; Contributes to strategy and development of new and existing programs within the Human Resources Department; Prepares special reports and requests relating to compensation studies and recruitment activities as requested by the Human Resources Director, HRIC, BMA or other citywide departments; Updates Human Resource Department website pages, employee handbook, all forms related to recruitment and leave to remain compliant; Supervises and directs work of Administrative Assistant II; Submits bi‑annual State and Federal reports (EEO‑4) relating to workforce data as required; Assists, responds and compiles data for (RSA: 91‑A) Right to Know requests; Provides guidance and demonstrations to new employees in similar positions; Keeps supervisors informed of work progress, issues, and potential solutions; Attends meetings and training to stay current on relevant practices and developments; Responds to citizen inquiries courteously and promptly; Coordinates regularly with others to enhance interdepartmental efficiency; Performs additional duties as required by the classification.REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Comprehensive knowledge of Federal, State and local laws and regulations pertaining to full-cycle recruitment and employment practices; Comprehensive knowledge of Federal, State and local leave administration laws and regulations pertaining to FMLA, ADA, and related; Comprehensive knowledge of Applicant Tracking System (ATS) implementation and maintenance; Thorough knowledge of current principles and practices associated with Human Resource Management, preferably within the public sector; Thorough knowledge of techniques of testing and measurement, recruitment selection and compliance; Thorough knowledge of the Human Resources Information System, (HRIS) as applied to in a large municipal jurisdiction; Thorough knowledge of classification and compensation principles; Substantial knowledge of union contracts relating to municipal employment testing; Ability to communicate effectively with others, both orally and in writing, using both technical and non‑technical language; Ability to understand and follow oral and/or written policies, procedures and instructions; Ability to prepare and present accurate and reliable reports containing findings and recommendations; Ability to perform recruitment processes in adherence with all applicable laws; Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks; Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions; Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time‑sensitive deadlines; Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; Integrity, ingenuity and inventiveness in the performance of assigned tasks.ACCEPTABLE EXPERIENCE AND TRAINING
Graduation from an accredited college or university with a Bachelor’s Degree in Business, Public or Human Resources Administration or a closely related field; and Three to five years of experience in human resources or human relations field; or Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.REQUIRED SPECIAL QUALIFICATIONS
Society for Human Resource Management – Certified Professional (SHRM‑CP) Certification or Professional Human Resources (PHR) Certification (within 12 months from date of hire); Valid Driver’s License; Some evening and weekend event attendance required.ESSENTIAL PHYSICAL ABILITIES
