Management Analyst 5 (MA5/ERB) - Internal

Management Analyst 5 (MA5/ERB) – Internal 70076855 This opportunity is internal and available to current HCA employees only. This position is a working supervisor responsible for developing training curriculum, procedures and processes, researching and analyzing complex laws and data discrepancies, and supervising a team of four who train customer service staff. The successful candidate will demonstrate a curiosity and independence in solving problems as well as an ability to collaborate and communicate with internal and external stakeholders. About the division: The Employees and Retirees Benefits (ERB) Division within HCA is comprised of two programs with an overall spending budget of almost $5 billion dollars for over 725,000 covered lives: The Public Employees Benefits Board (PEBB) Program provides insurance coverage and administers benefits and eligibility for eligible employees of state agencies, higher education institutions, employer groups, and their dependents. The PEB Board also offers Retiree and other continuation of coverage benefits such as COBRA for those who meet state eligibility and procedural requirements. The School Employees Benefits Board (SEBB) Program, which provides coverage for eligible employees of K-12 schools, Educational Service Districts, charter schools, and their dependents. Through value‑based purchasing and creating policies that align with the Triple Aim (better health, better care, lower costs), both the PEBB and SEBB Programs are helping to position the agency in successfully achieving its mission and goals. About the position: This position aligns with the HCA mission and Governor’s health care priorities as it provides support in the delivery of quality customer service to PEBB and SEBB Programs’ subscribers and their dependents, including retirees, PEBB and SEBB COBRA/continuation coverage, and K-12 members. This position is eligible to telework but is required to report on‑site a minimum of one day a week, and up to a maximum of three, to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on‑site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on‑site in Olympia on their first and last days of employment to pick up and return state‑issued equipment, regardless of telework status or location. Some of what you will do: Research and analyze highly complex ongoing eligibility and enrollment issues. Make recommendations to ERB management for organizational changes and process improvement. Provide expert level analysis and consultation to management, HCA staff, and internal stakeholders. Oversee various reports that impact PEBB and SEBB self‑pay accounts. Oversee the development and delivery of training and support solutions for internal customer service staff and other divisions’ stakeholders. Serve as a consultant to ERB Division Benefits Accounts Customer Service units and/or other HCA divisions’ staff for activities or tasks relevant to customer service work. Represent the ERB Division as the program expert on self‑pay accounts and report technical issues. Conduct ongoing user acceptance testing of systems such as Benefits 24/7 and Pay1. Present findings and recommendations to product owners, ERB Division managers and/or executive leadership. Review policies and procedures, system changes or process enhancements. Oversee the unit accuracy review process of all ERB Division Customer Service MAS3 work for accuracy and consistency. Supervise four ERB Division MAS4s including performance evaluation, mentoring, correcting, and discipline. Coordinate personnel issues for recruitments, selections, and appointments. Set clear expectations, goals, and assignments. Required qualifications: Qualifying candidates will meet one of the following criteria options: Option 1: Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field. Five (5) years of demonstrated experience in two or more of the following areas: conducting research, analyzing policies, laws, rules, or regulations, conducting business analysis and developing requirements, leading business projects, managing business operations, and/or business policy development One year of supervisory experience. Option 2: Associate degree in business administration, public administration, law, public health, health administration, or a related field. Seven (7) years of demonstrated experience in two or more of the following areas: conducting research, analyzing policies, laws, rules, or regulations, conducting business analysis and developing requirements, leading business projects, managing business operations, and/or business policy development One year of supervisory experience. Option 3: Nine (9) years of demonstrated experience in two or more of the following areas: conducting research, analyzing policies, laws, rules, or regulations, conducting business analysis and developing requirements, leading business projects, managing business operations, and/or business policy development One year of supervisory experience. Required competencies: The ability to take action to learn and grow. The ability to take action to meet the needs of others. Preferred qualifications: Knowledge of PEBB and SEBB Programs’ information sources, including WACs, policies, and procedures. Use tact and diplomacy in correspondence or direct contact with internal or external stakeholders; ability to conduct staff meetings, train, and instruct others; evaluate performance and develop employee potential. Superior communication both written and verbal, customer service, time management, and interpersonal skills. Demonstrated initiative to achieve results independently. Stay calm during stressful circumstances. Develop classroom training courses and materials, presentations, and workshops. Oversee and conduct training courses, presentations and present complex concepts, changes, databases, rules, processes, procedures, and updates in a seamless, cohesive, intelligible manner consistently and repeatedly and in a variety of settings and audience sizes. Establish and maintain effective working relationships with peers, managers, supervisors, line staff and other HCA division units and to adapt to changing programs and work environment.
