Convenes and coordinates the relevant specialized Finance functions — such as Budget, Health Information Management, Utilization Management, Human Resources, Patient Accounts, and Revenue Integrity — to assess and improve the financial and operational performance of assigned service lines, and translates those inputs into regular, integrated reporting to department heads and clinical chiefs. Maintains comprehensive awareness of conditions across assigned service lines and proactively surfaces material developments to executive leadership.DUTIES AND RESPONSIBILITIES: 1. Finance integration and service-line partnership. Serves as the dedicated finance partner and single point of financial accountability for assigned service lines. Convenes the relevant specialized Finance functions to assess performance, and coordinates their input, resources, and reporting into a single coherent financial and operational picture for each assigned service line. 2. Budget and expense partnership. Confers with the Budget function to understand each assigned service line's budget, expenses, and variance to plan, and incorporates that understanding into service-line financial assessment and reporting. 3. Coding, documentation, and case mix. Meets with the Health Information Management function to understand coding, clinical documentation integrity, DRG, and case-mix matters affecting assigned service lines, and coordinates action on identified opportunities and issues. 4. Utilization management. Meets with the Utilization Management function to identify and flag utilization, level-of-care, length-of-stay, and medical-necessity denial issues affecting assigned service lines. 5. Staffing and workforce. Meets with the Human Resources function to understand staffing needs, vacancies, and workforce constraints affecting the performance of assigned service lines, and reflects those in service-line planning and reporting. 6. Revenue-cycle performance. Coordinates with the Patient Accounts and Revenue Integrity functions on patient access, insurance verification and financial clearance, prior authorization and denials, charge capture, accounts receivable, and collections performance for assigned service lines. 7. Integrated reporting to service-line leadership. Coordinates and delivers integrated financial and operational reporting to the department heads and clinical chiefs of assigned service lines on a recurring basis — no less than monthly, and more frequently as circumstances require — translating the inputs from the specialized Finance functions into clear, actionable reporting. 8. Situational awareness and proactive escalation. Maintains current, comprehensive awareness of the operational, clinical, financial, and administrative conditions across assigned service lines, and proactively surfaces material developments — whether risk or opportunity — to the Chief Financial Officer in a timely manner. This includes changes in volume, case mix, staffing, payer behavior, service-line leadership, regulatory conditions, or any emerging matter that could affect the performance of the assigned areas. The incumbent functions as the Chief Financial Officer's forward line of sight into the service lines, ensuring that no material change reaches executive leadership by surprise or through another channel first. 9. Efficiency, productivity, and margin. Drives improvement in throughput, productivity, and margin for assigned service lines, working directly with the clinical and operational departments to identify and execute financial and operational improvements. 10. Recurring performance reporting to executive leadership. Establishes and maintains recurring written performance reporting to executive leadership for assigned service lines, on a defined cadence, with results stated in financial terms, reconciled to the health care system's cash-basis reporting of record, and aligned to the applicable revenue-cycle performance standards. 11. Financial and operational analysis. Analyzes volume, revenue, margin, cost, and productivity for assigned service lines, and develops the analyses needed to support service-line and executive decision-making. 12. Written procedures and standards. Establishes performance standards, written procedures, and desk-level documentation for the functions within the incumbent's assigned scope, and maintains them as current operating references. 13. Program stewardship through execution. Leads or represents Finance on assigned committees and initiatives, applies documented approval criteria and stewardship controls, and carries programs the incumbent has financially modeled through approval, procurement, and execution. 14. Continuity and delegation. Establishes and maintains a coverage and delegation structure for the areas within the incumbent's assigned scope, including a designated alternate and a defined escalation path, ensuring continuity of representation and reporting during any period of the incumbent's unavailability, and escalates structural or staffing constraints to executive leadership. 15. Supervision and development. Supervises assigned staff and provides direction, guidance, and performance evaluation; identifies staffing needs and escalates them through the established process. 16. Compliance. Ensures the functions within the incumbent's assigned scope operate in compliance with applicable governmental laws, rules, regulations, and NYC Health + Hospitals operating policies and procedures. 17.
