Position Summary

TeamGOV is seeking a senior-level HVAC Chief Engineer to lead the safe, reliable, and efficient operation and maintenance of HVAC and related building systems supporting a federal customer at a courthouse facility in downtown Portland, Oregon. The Chief Engineer will serve as the senior on-site technical authority, direct daily engineering activities, and ensure that preventive maintenance, repairs, documentation, staffing, and emergency response meet contract requirements. Extensive hands-on commercial HVAC experience is required.

Union Compensation and Benefits

This is a union represented position. The hourly wage is established by the applicable collective bargaining agreement and is not individually negotiated. The position includes scheduled wage increases, including annual increases when provided by the agreement, and union benefits in accordance with the governing agreement and employer plan documents. The current rate and benefit details will be confirmed with qualified candidates before an offer is issued.

Essential Responsibilities

· Lead daily operation, inspection, maintenance, troubleshooting, and repair of central commercial HVAC systems and associated building equipment.

· Provide technical direction, task assignments, quality oversight, coaching, and performance feedback to journeymen, technicians, and subcontractors.

· Operate and maintain chillers, boilers, cooling towers, air-handling units, pumps, motors, heat exchangers, VAV systems, hydronic systems, refrigeration equipment, and related controls.

· Monitor building automation and energy management systems, evaluate alarms and trends, adjust operating strategies, and coordinate corrective action.

· Plan and verify preventive and predictive maintenance through the computerized maintenance management system, including accurate labor, material, asset, and completion records.

· Troubleshoot complex mechanical and controls failures using drawings, sequences of operation, technical manuals, meters, gauges, and diagnostic equipment.

· Coordinate outages, repairs, testing, inspections, and vendor work to minimize disruption to courthouse operations and occupants.

· Maintain compliance with contract requirements, applicable codes, environmental rules, safety procedures, lockout tagout practices, and manufacturer specifications.

· Review work quality, conduct equipment and facility inspections, identify recurring deficiencies, and recommend repair, replacement, and energy conservation measures.

· Develop scopes, material lists, and labor estimates for repair and project work, and maintain appropriate spare-parts inventory.

· Communicate professionally with the Project Manager, federal customer representatives, courthouse personnel, subcontractors, and building occupants.

· Support emergency response, incident investigation, continuity of operations, and restoration of critical building services.

· Maintain current operating procedures, equipment logs, compliance records, drawings, manuals, warranties, and required reports.

· Perform hands-on maintenance and repairs when required and complete other related duties within the contract scope.

Minimum Qualifications

· High school diploma or GED.

· At least 10 years of progressively responsible commercial or institutional HVAC and central plant experience; federal, courthouse, high-rise, hospital, or other mission-critical facility experience is highly desirable.

· At least 5 years of lead, foreman, supervisory, or chief engineer experience directing skilled building operations and maintenance personnel.

· Advanced working knowledge of large commercial HVAC systems, electrical and mechanical controls, building automation systems, refrigeration cycles, hydronic systems, and safe troubleshooting practices.

· Ability to interpret blueprints, one-line diagrams, schematics, sequences of operation, specifications, and operations and maintenance manuals.

· Working knowledge of CMMS work control, preventive maintenance scheduling, quality control, material planning, and service documentation.

· Strong leadership, customer service, written communication, and incident response skills.

· Valid driver's license and ability to meet employer driving requirements when operation of a company or government vehicle is required.

Preferred Qualifications

· EPA Section 608 Universal Certification, NATE certification, HVAC Excellence certification, stationary engineer credential, or comparable commercial HVAC certification is a strong plus.

· Oregon trade license or other applicable HVAC, refrigeration, boiler, electrical, controls, or building operator credential is a strong plus.

· Experience with energy management, commissioning, retro-commissioning, water treatment, indoor air quality, and sustainability programs.

· Experience working under a federal facilities contract and a collective bargaining agreement.

Federal Site and Work Requirements

· Must be able to pass the background investigation, identity verification, badging, and suitability requirements necessary for access to a federal courthouse.

· Must comply with courthouse security procedures, site conduct requirements, safety rules, and restrictions applicable to occupied federal facilities.

· Must be available for scheduled overtime, after-hours work, call-back duty, and emergency response as required by the contract and collective bargaining agreement.

· EPA Section 608 certification is required before independently performing work that involves regulated refrigerants.

Physical Requirements

Ability to routinely walk mechanical spaces, climb ladders and stairs, work from elevated positions, bend, kneel, reach, and safely lift or move up to 50 pounds. Work may occur in mechanical rooms, rooftops, confined areas, and locations with temperature, noise, dust, or equipment hazards. Reasonable accommodations may be provided as required by law.
