Change Management Consultant

Job Summary:

The Senior Change Management Consultant will lead and deliver strategic and tactical change management plans to drive user adoption, engagement, and organizational readiness for an enterprise Microsoft Dynamics-based solution. This role involves working closely with business stakeholders, product teams, and governance bodies to support digital transformation initiatives, foster collaboration, and enable better business outcomes. The consultant will assess adoption levels, identify barriers, and develop change strategies aligned with business objectives and product roadmaps, ensuring sustained behavioral change and successful implementation across a diverse stakeholder community. Responsibilities:

• Develop and implement change management strategies, plans, and frameworks supporting enterprise-wide business changes and digital platforms.
• Assess organizational readiness, stakeholder impacts, and user adoption challenges to identify barriers and develop mitigation plans.
• Lead stakeholder engagement including identification, analysis, and development of engagement strategies to build consensus and foster alignment.
• Design and execute communication, training, coaching, sponsorship, and resistance management activities throughout project lifecycles.
• Provide consultative advice and coaching to leaders and teams to enhance change management capabilities and support transitions.
• Collaborate with project managers, business analysts, and other specialists to integrate change practices at all organizational levels.
• Develop and administer measurement systems to track adoption, utilization, proficiency, and change effectiveness metrics.
• Support governance activities including steering committees, executive reporting, and continuous improvement initiatives.
• Translate complex product capabilities into meaningful business outcomes and user benefits to drive sustained behavioral change.
• Conduct post-implementation reviews, lessons learned assessments, and embed change to sustain benefits.

Required Skills & Certifications:

• Minimum 10 years of organizational change management experience.
• Minimum 5 years supporting enterprise business changes and/or digital transformation initiatives.
• Certification in Prosci, CCMP (ACMP), or equivalent change management methodology.
• Proven experience with change management methodologies such as Prosci ADKAR, ACMP, or Kotter.
• Experience developing and executing user adoption, engagement, communication, and training strategies for enterprise applications.
• Strong stakeholder engagement, communication, facilitation, and conflict management skills.
• Experience conducting organizational readiness and stakeholder impact assessments.
• Ability to develop and manage KPIs and performance measures to assess change effectiveness.
• Experience working in public sector, broader public sector, or similarly regulated environments.

Preferred Skills & Certifications:

• Experience working within the Ontario Public Service (OPS) or comparable public sector organizations with complex governance and accountability structures.
• Experience leading medium to large transformational change projects.
• Experience coordinating efforts with communications, training, and HR specialists during implementation.
• Strong analytical, decision-making, presentation, and group facilitation skills.
• Ability to influence stakeholders at all organizational levels and drive executive alignment.
• Experience developing executive reporting, dashboards, and conducting post-implementation continuous improvement.

Special Considerations:

• Must attend the designated Ontario Public Service (OPS) office location 5 days per week.
• Work 7.25 hours per working day during standard hours of 8:00 AM to 5:00 PM, excluding lunch breaks.
• May be partially assigned to projects related to the Protect Ontario by Unleashing Our Economy Act 2025 as needed.
• Work within a complex governance environment requiring adherence to public sector service delivery, privacy, accessibility, and compliance standards.

Scheduling:

• Full-time, on-site schedule at the designated OPS office location.
• Standard working hours: Monday to Friday, 8:00 AM to 5:00 PM with a 7.25-hour workday excluding lunch breaks.
